Kingdom drafts ‘foresight strategic plan’ to shield economic vision

The initiative will lay out a step-by-step plan, preparing Cambodia to fully embrace the foresight approach from 2030 onwards while strengthening institutional and policy readiness across all ministries.

 

The Royal Government Friday convened an inter-ministerial meeting to draft the foresight strategic plan for 2030, aimed at safeguarding Cambodia’s long-term economic vision and equipping ministries with tools to anticipate global uncertainties and emerging challenges.

The meeting to draft the ‘Foresight Framework and Roadmap in Cambodia for 2030’ was presided over by Hean Sahib, Secretary of State of the Ministry of Economy and Finance (MEF), attended by senior officials and experts from 19 ministries and institutions in Phnom Penh.

The session aimed to review and provide input on the draft framework with a proactive approach, emphasising the urgent need for foresight tools in a world experiencing volatility, uncertainty, complexity, and ambiguity.

Addressing the meeting, Sahib highlighted that policies to respond to unexpected challenges require foresight, describing it as ‘Systematic Thinking’, which plays a key role in transforming public administration into a radar system capable of scanning for global changes effectively.

He explained that such a system allows Cambodia to anticipate and manage random factors promptly, ensuring that strategic planning aligns with the long-term vision and objectives, therefore supporting the country’s economic vision in 2050.

According to an MEF announcement, the initiative was designed to lay out a step-by-step plan, preparing Cambodia to fully embrace the foresight approach from 2030 onwards while strengthening institutional and policy readiness across all ministries.

The plan relied on three main approaches: first, integrating the foresight framework into ministries and institutions to prepare them for using remote sensing tools and analytical foresight methods in national policy development and planning.

Second, it emphasises strengthening the capacity of officials and institutions to incorporate foresight into key government policies and strategies, ensuring that decision-making is anticipatory, evidence-based, and aligned with regional and global best practices.

Third, the government is considering establishing an institutional framework to lead and coordinate foresight work, aiming to achieve high standards and efficiency while promoting a culture of forward-looking governance across key sectors.

Concluding the meeting, Sahib expressed appreciation for the working group responsible for drafting the strategic plan.

The session reflected the Royal Government’s commitment to strategic planning, demonstrating strong inter-ministerial collaboration and active participation to ensure the ‘Foresight Framework and Roadmap in Cambodia for 2030’ are comprehensive and actionable.
