Govt reviews policy measures supporting economic goals
The Council of Ministers discuss five priority agendas, with emphasis placed on strengthening fiscal sustainability, improving public investment efficiency, and enhancing social and economic support mechanisms for returning migrant workers.

Prime Minister Hun Manet yesterday convened a plenary meeting of the Council of Ministers at the Peace Palace in Phnom Penh to review five priority agendas, three of which focused on public finance, public investment programmes and progress on measures to support migrant workers.
The meeting aimed to strengthen the Kingdom’s economic resilience and support sustainable development goals, according to a statement from the Prime Minister’s Office.
The Council of Ministers discussed five priority agendas, with emphasis placed on strengthening fiscal sustainability, improving public investment efficiency, and enhancing social and economic support mechanisms for returning migrant workers, the statement said.
First, the meeting reviewed the Draft Medium-Term Public Finance Framework 2027-2029, a three-year strategic plan aimed at ensuring public finance sustainability, strengthening economic resilience, and supporting Cambodia’s long-term growth toward achieving high-income status by 2050.
The draft outlined the public finance strategy, setting out fiscal policy stance, fiscal rules, and policy priorities aimed at three key objectives: aligning budgets with government policy priorities, enhancing the efficiency of budget allocation, and ensuring macroeconomic stability and public financial sustainability.
The council also reviewed the draft Three-Year Public Investment Programme 2027-2029, a rolling strategy designed to track data on high-priority public investment projects implemented by various ministries and institutions.
The draft aimed to support the implementation of the five strategic goals and priority policies set out in the Pentagon Strategy Phase One, as well as priority programmes and activities under the National Development Strategic Plan (NDSP). It also aimed to provide inputs for the preparation of the Draft Law on Finance Management 2026.
The meeting also assessed the progress of intervention measures to assist Cambodian workers returning from Thailand, focusing on job placement, social protection, livelihood stability and their smoother reintegration into local communities.
It may be recalled that when border tensions between Cambodia and Thailand escalated in mid-2025, nearly one million migrant workers returned to their hometowns, prompting the Ministry of Labour and Vocational Training (MLVT) to accelerate job placement and reintegration efforts to meet rising domestic labour demand.
The meeting was attended by deputy prime ministers, senior ministers, ministers, secretaries of state, and spokespersons of relevant ministries and institutions, reflecting RGC’s coordinated approach to policy formulation, inter-ministerial cooperation, and commitment to effective national governance and reform implementation.
Following the economy-focused discussions, the meeting also examined other key policy drafts, including the Draft Law on Military Conscription, a move to reinforce national defence capacity and strengthen human resource readiness for security needs.
The council also reviewed the Draft National Mine Action Policy 2026–2035, reaffirming Cambodia’s commitment to clearing landmines and unexploded ordnance, while supporting affected communities.
