FedEx helps Vietnamese exporters prepare for new US product safety requirements

FedEx is stepping up support for Vietnamese exporters as they face new mandatory electronic filing requirements introduced by the US Consumer Product Safety Commission (CPSC), which took effect on July 8.

The new requirement mandates all US importers of CPSC-regulated products to e-file the data elements needed for clearance at the time of entry into the US.

Aimed at improving safety oversight and compliance transparency, the rule requires a full CPSC Partner Government Agency (PGA) message set for each imported product.

To streamline the process, importers may pre-file product information in CPSC’s Product Registry, allowing them to transmit an abbreviated CPSC message set. For Asia-Pacific exporters, including businesses in Việt Nam, this marks a significant shift, as product data must now be organized and available prior to shipment.

The US remains Việt Nam's largest export market. According to Việt Nam Customs, exports to the US reached US$153 billion in 2025, up 28.2 per cent from the previous year.

"Vietnamese businesses continue to demonstrate strong confidence in expanding internationally; however, growth opportunities also come with evolving regulatory expectations," said Ee-Hui Tan, Managing Director of FedEx Vietnam and Cambodia.

"At FedEx, we are committed to helping customers prepare early through practical guidance, digital solutions and trade expertise so they can navigate change with confidence and focus on growing their business globally.”

To help businesses adapt, FedEx organised customer education webinars across 12 Asia-Pacific markets, attracting more than 5,000 participants from small- and medium-sized enterprises to multinational companies. The sessions provided practical guidance on identifying regulated products, assembling compliance data, and establishing repeatable processes to minimise clearance disruptions.

A post-webinar survey found that while awareness of the new requirements is improving, many businesses have yet to prepare. Nearly two-thirds (64 per cent) of Asia-Pacific exporters shipping consumer products to the US had not started preparing, with only 15 per cent saying they were fully operationally ready.

The findings also highlighted the top challenges facing exporters: identifying which products are covered by the new rules, accessing digital tools to pre-validate compliance data and obtaining clearer guidance on product registration and documentation.

To address these needs, FedEx has integrated CPSC e-filing capabilities into its digital shipping solutions, allowing customers to submit required Certificate of Compliance information as part of their existing shipping workflow.

Eligible customers can also register products through the optional CPSC Product Registry, enabling simplified electronic filing for future shipments.

FedEx said that as cross-border trade regulations evolve, it remains dedicated to leverage its global network, digital innovations and trade expertise to help Vietnamese businesses successfully navigate compliance requirements in international markets.
