Cambodia unveils ambitious master plan to transform Sihanoukville into global economic hub
Cambodia is accelerating efforts to transform its premier coastal province into a world-class multi-purpose economic zone, marked by the launch of a major cultural and trade exhibition designed to catalyse international investment.

Tourism Minister Huot Hak and Preah Sihanouk Provincial Governor Mang Sineth officially inaugurated the “Tourism Grows in Peace” expo on Sunday at Techo Square. The event serves as a strategic cornerstone for revitalising the kingdom’s tourism sector—often referred to as “Green Gold”—and for showcasing the province’s evolution from a quiet seaside town into a sophisticated international hub.
Governor Mang Sineth outlined the Royal Government’s “Vision 2038,” an ambitious masterplan to transform Preah Sihanouk province into a multi-purpose Model Special Economic Zone. The strategy aims to establish the “Rising Star of the Southwest” as a global “Smart City” and green development hub, a top-tier world-class beach resort, and an international financial and logistics centre connected with ASEAN and worldwide markets.
To coincide with the trade fair, the province hosted a “Run for Love” marathon, featuring 5km and 10km races intended to attract international visitors and promote local tourism products.
Minister Huot Hak said that tourism remains a vital pillar of the government’s Pentagonal Strategy, contributing significantly to the national GDP and poverty reduction. He advocated for a “Single Actor” approach, calling for seamless cooperation between the public and private sectors to maintain Cambodia’s reputation as a “safe, warm, clean, and green” destination.
With the coastal region already attracting millions of visitors annually, the current administration is focusing on sustainable and responsible growth. These initiatives are designed to leverage international arrivals to propel Cambodia toward its long-term objective of achieving high-income country status by 2050.
The exhibition continues throughout the week, featuring local cultural performances and trade displays intended to spark investment in the country’s burgeoning hospitality and maritime industries.
