Soaring materials prices are weighing on construction costs and delaying the implementation of public infrastructure projects, Lê Trung Thành, Director of the ministry’s Department of Science, Technology, Environment and Building Materials, said. Slow licensing of extraction activities and speculation have also further distorted the market.
