NBC underscores digital payment prowess at global forum in China

Serey shares Cambodia’s experience in developing digital payment systems and outlines the future direction in promoting seamless cross-border payment connectivity to facilitate trade, tourism and broader regional economic integration.

 

Chea Serey, Governor of the National Bank of Cambodia (NBC), Monday underscored the Kingdom’s digital payment progress at the ‘2026 Tsinghua PBCSF Global Financial Forum in China’.

The forum, themed ‘Global Financial Governance in Changing World’, was organised by Tsinghua University from May 18-19 in Chengdu, China, bringing together senior policymakers, financial executives and researchers to discuss emerging challenges shaping the global financial and economic landscape.

The opening ceremony was presided over by Guo Yong, Vice Chancellor of the Tsinghua University Council, and Xie Wei, President of Shanghai Pudong Development Bank, moderated by Zhang Xiaoyan, Associate Dean & Chair Professor of the Tsinghua People’s Bank of China School of Finance (PBCSF).

The first day of the forum featured discussions on the reconstruction of the international monetary system, development trends in global capital markets and new opportunities in the digital economy driven by artificial intelligence (AI) and financial technology innovation.

During the forum, the NBC Governor attended a closed-door meeting on ‘Digital Currencies and Cross-Border Payments’, to discuss opportunities and challenges with key participants linked to digital finance, payment innovation and expanding regional payment connectivity among economies and financial institutions.

According to an NBC announcement, Serey shared Cambodia’s experience in developing digital payment systems and outlined the future direction in promoting seamless cross-border payment connectivity to facilitate trade, tourism and broader regional economic integration.

She also participated in the ‘International Strategic Advisory Council Meeting’ on defining and building a world-class financial institution in Asia, where senior officials and scholars exchanged views on strengthening regional financial institutions amid evolving geopolitical and economic dynamics.

This council meeting was attended by former prime ministers, governors of central banks from developed and developing countries, and professors from leading universities, reflecting Tsinghua University’s strategic mission to contribute ideas and policy recommendations for the future global financial system.

On the sidelines of the forum, the NBC Governor met with Oliver Jenkyn, Group President of Global Markets at Visa Inc, to discuss progress in cooperation between the two institutions on initiatives related to Cambodia’s evolving payment systems and digital financial services ecosystem.

The discussions included the Tourist Payments Program, fraud detection operations and efforts to promote interoperability by connecting Cambodia’s payment infrastructure with other payment systems, supporting more efficient and secure cross-border transactions for businesses, tourists and consumers.

The ‘2026 Tsinghua PBCSF Global Financial Forum in China’ attracted prominent figures, including prime ministers, deputy prime ministers, central bank governors, Nobel Prize winners, and professors from renowned universities worldwide, highlighting the importance of multilateral cooperation in addressing global financial uncertainties and technological transformation.

Held annually, the forum serves as a platform for dialogue among leading financial authorities and academics on major global economic and monetary developments, while promoting international cooperation in financial governance, policy coordination and sustainable economic growth across regions and markets.
