GDT, CCC discuss tax glitches to boost biz environment

Meng urges GDT to establish a committee to oversee the reform and amendment of tax-related laws to further attract investors to the country.

 

The General Department of Taxation (GDT) and the Cambodia Chamber of Commerce (CCC) Tuesday discussed challenges related to taxation to enhance tax compliance and foster a more favourable business environment in Cambodia.

The meeting was co-chaired by Kong Vibol, Director-General of the GDT and Kith Meng, President of the CCC. Both serve as co-chairs of the General Department of Taxation-Private Sector Partnership Mechanism.

The meeting was attended by GDT officials, representatives of ministries, relevant institutions, associations, private companies, and other stakeholders.

The meeting reviewed and discussed the challenges proposed by the private sector related to tax authorities. It also focused on streamlining procedures, clarifying new regulations, and resolving specific issues faced by the private sector to ensure tax compliance.

Speaking at the meeting, CCC’s Kith Meng emphasised the collaboration to enhance tax compliance in the private sector.

“The meeting is important, as the partnership mechanism between the General Department of Taxation and the private sector. The private sector uses this mechanism to raise tax-related challenges to request solutions to contribute to improving the national economy,” Meng said.

From November 2, 2023, to October 22, 2025, the total number of challenges in the tax sector rose to 56. These issues do not include the 56 measures already resolved in 2024, which were put forward at the 19th Government-Private Sector Forum, according to CCC.

Meng requested GDT to establish a committee to play a role in overseeing the reform and amendment of tax-related laws to further attract investors to the country.

CCC reiterated its commitment to working with the GDT through working groups to ensure that tax policies are practical and aligned with the current needs of Cambodia’s growing economy.

The meeting also discussed the preparation for the organisation of the ‘Tax Forum’, an initiative of the GDT to promote and debate several important topics related to taxes, as well as to promote tax compliance and, in particular, to accept and resolve challenges from the private sector.

The organisation of this forum will be a mechanism to complement the existing mechanisms of collaboration with the private sector and taxpayers.
