PM urges authorities to coordinate with Airport service providers to prevent extra fees and maintain competitiveness

Cambodian Prime Minister Hun Manet called on the State Secretariat of Civil Aviation, the Ministry of Economy and Finance, and all relevant institutions to closely collaborate with private service providers at all airports to ensure no additional fees are imposed on passengers and services.

 

He underlined the need to maintain the competitiveness of Cambodia’s airports, warning against any action that could jeopardize their appeal.

The premier spoke on Monday (Oct. 20) during the inauguration for official launch of Techo International Airport in Kandal province.

“I urge the Civil Aviation Secretariat, the Ministry of Economy, and all relevant agencies to work closely with airport service providers to ensure that no unnecessary charges are imposed and that the competitiveness of our airports is protected,” Samdech Thipadei said. “These are private-sector enterprises competing directly with nearby international airports. Neighbouring countries are only a short flight away, and passengers have options. Therefore, we must enhance our services, improve efficiency, and offer competitive pricing for both passengers and cargo.”

He specifically instructed that services at Techo International Airport must remain free of hidden fees. He cited a recent case involving the private security firm Sakam, which had proposed additional charges. The Civil Aviation Secretariat sought policy clarity and allowed airports to negotiate directly with the company. Sakam is currently in discussions with TIA and Siem Reap International Airport to finalize service rates.

Samdech Thipadei Hun Manet clarified that the government’s role is to set service standards, while private companies are responsible for implementing them, including security operations. He noted that airport costs in Cambodia are sometimes higher than those in neighboring countries, which could prompt airlines and cargo operators to shift elsewhere. He therefore urged stronger cooperation and stricter pricing discipline.

“Do not let this airport become a place with grand buildings but no flights,” he warned, stressing the importance of keeping operations active, efficient, and affordable.

To ensure this, Prime Minister Hun Manet assigned Senior Minister Aun Pornmoniroth to oversee the matter and guarantee that all fee negotiations remain fair and aligned with national interests.

Samdech Thipadei Hun Manet outlined two key priorities for Techo International Airport: enhancing internal service quality, and maintaining reasonable costs, particularly for cargo and airport operations.

“We must avoid any actions that place additional burdens on Cambodia’s aviation, tourism, or logistics sectors,” he said. “While companies naturally seek profit, they should not prioritize short-term gain. The greater national interest must come first. Increased flight traffic will bring more tourists and goods into Cambodia, benefiting the entire economy.”
