Continuing its annual consumer stimulus efforts, HCM City is rolling out the “Shopping Season” promotional programme with the participation of more than 10,000 businesses, the Department of Industry and Trade has announced.

The city’s total retail sales of goods and consumer service revenue reached VNĐ1.07 quadrillion (US$41.2 billion) in the first seven months of the year, up 15.5 per cent year-on-year, the highest growth rate in many years.

To further contribute to the city’s GRDP growth, consumer stimulus activities will be implemented more vigorously, practically and frequently, Nguyễn Minh Hùng, deputy head of the department’s Trade Management Division, said at a press conference on Thursday.

The first phase of “Shopping Season 2025” runs until September 15, followed by a second from November 15 to December 31, Hùng said, noting that the programme allows businesses to offer a wider range of promotions with deeper discounts than usually permitted.

A key highlight is the “City Sale” – a large-scale promotion featuring top domestic and international brands at major shopping centres across the city. The first phase takes place at Parc Mall from August 14 to 24, followed by the second phase from August 28 to September 7 at Bến Thành Metro Station, Vincom Mega Mall Thảo Điền, Diamond Plaza and SC VivoCity.

This marks the first time city residents can buy branded goods at promotional prices in the Bến Thành underground station of the Bến Thành–Suối Tiên metro line.

According to organisers, City Sale 2025 will feature more than 500 domestic and international brands across multiple sectors – from fashion, cosmetics, and accessories to household goods – with discounts of up to 80 per cent. The event is expected to boost foot traffic at shopping centres by 30–50 per cent compared to last year.

Alongside sales activities, the city will expand the “Responsible Green Tick” programme and step up market inspections to combat counterfeit, substandard, and poor-quality goods, ensuring a safer shopping environment.

To broaden the reach of the Shopping Season, particularly to workers and low-income earners, the department is working with the city’s Labour Federation to organise mobile sales events combined with the Market Stabilisation Programme. These will be held at industrial parks, export processing zones, and densely populated residential areas, bringing essential goods directly to workers and residents in outlying districts, with the support of major brands, distributors, and financial institutions.

Notably, 2025 marks the first year that HDBank and Vikki Digital Bank are joining the city’s consumer stimulus initiatives, offering cashless payment solutions, credit support, and additional incentives for consumers.

With a wide range of coordinated solutions, Shopping Season 2025 will be a key driver to stimulate consumption, support business growth, and contribute to the city’s socio-economic development goals, while enhancing HCM City’s position on the global shopping map, Hùng said.
