Government reviews S’ville master plan
The Ministry of Economy and Finance (MEF) and the Inter-Ministerial Coordinating Committee (IMCC) Tuesday reviewed the final draft of the master plan to transform Preah Sihanouk province into a massive Multi-Purpose Special Economic Zone (MP-SEZ), before summiting to the Royal Government of Cambodia (RGC) for approval.
Deputy Prime Minister and Minister of Economy and Finance (MEF) Aun Pornmoniroth presided over the third IMCC meeting of the draft ‘Master Plan for the Development of Sihanoukville into MP-SEZ model & Action Plan’ in Phnom Penh.
Pornmoniroth is also the Chairman of the Inter-Ministerial Coordinating Committee (IMCC).
The meeting was attended by Sun Chanthol, Deputy Prime Minister and First Vice-Chairman of the Council for the Development of Cambodia (CDC), Say Samal, Deputy Prime Minister and Minister of Land Management, Urban Planning and Construction (MLMUPC) and Sok Chenda Sophea, Deputy Prime Minister and Minister of Foreign Affairs and International Cooperation.
Based on MEF press release, the master plan will serve as a compass to develop Preah Sihanouk into an important economic pole to promote economic growth, improve social community and sustain effective environmental protection.
Additionally, the development plan has a long-term vision for this coastal province which focuses on three objectives, the first is turning Preah Sihanouk into a major international gateway, the second is making the province the national development pole and lastly is to become one of the largest cities among the ASEAN community, the statement added.
To achieve the goals, the master plan will be implemented in two stages of which the first phase is scheduled to begin in 2025 to 2028 and the second phase will start in 2029 to 2035.
The first phase will focus on integrating the whole province into the local trade system, improving old buildings, and expanding the logistics and tourism industries while developing new areas to attract potential investment projects.
The second phase will be on the expansion of the capacity of this coastal province to become the national gateway and regional hub, boosting the financial, trade, industrial, shipping and technology sectors as well as developing into a multi-functional city that is suitable for entrepreneurship, green and smart city aimed at improving the income of the local people and the prosperity of the province.
Separately, Heng Soknang, Deputy Secretary General of the Cambodian Investment Board of CDC led the inter-ministerial committee from 13 institutions to inspect the development process of the SEZ project in Pursat province which was proposed by the Pursat Special Economic Zone Co Ltd on July 8.
This development project is located on National Road 5, Saravan village, Sna Ansa commune, Krakor district, Pursat province, developing on a landscape of over 140 hectares.
Based on the CDC, the new Pursat SEZ signified the success of the Royal Government of Cambodia (RGC) in improving the socio-economic, especially in the provision of trust from investors.
The inspection of the SEZ project and the inter-ministerial meeting were conducted successfully as the committee thoroughly examined all aspects and outlined the obligations for the company to fulfil in line with the technical and legal procedures in force.
