Scope of entities eligible to propose strategic technology development tasks expanded

The Ministry of Science and Technology has expanded the range of entities eligible to propose research and development tasks for strategic technologies, allowing businesses and individuals to submit proposals directly.

The ministry issued Notice No 392/TB-BKHCN this week on proposals for research and development tasks under the national science, technology and innovation programme on strategic technologies.

Eligible applicants include businesses, research institutes, higher education institutions, science and technology organisations and individuals, according to the notice.

The move broadens participation beyond research institutes, universities and science and technology organisations, giving companies and individuals a direct channel to propose strategic technology development tasks.

The proposals can cover two categories of tasks.

The first consists of strategic technology development tasks assigned by the Prime Minister to the Ministry of Science and Technology, which serves as the managing agency under Decision No 808/QĐ-TTg dated May 6, 2026.

The second covers tasks aimed at developing technologies and products included in the lists of strategic technologies and strategic technology products issued under Decision No 21/2026/QĐ-TTg dated April 30, 2026.

For the second category, proposals must not overlap with tasks assigned to nine ministries and agencies under Decision No 808, including the ministries of agriculture and environment, industry and trade, health, construction, education and training, national defence, and public security, as well as the State Bank of Vietnam and the Vietnam Academy of Science and Technology.

The ministry said the expanded scope would provide an additional channel for businesses, research institutions, universities, science and technology organisations and individuals to contribute proposals for the development of strategic technologies and products.

Proposal dossiers must comply with Circular No 42/2026/TT-BKHCN, issued on July 1, 2026, which sets out procedures for developing, appraising and approving strategic technology research and development tasks under the programme.

The deadline for submitting proposals is September 30, 2026, the ministry said.
