Việt Nam builds supportive programme for businesses, cooperatives

Việt Nam targets to support around 25,000 enterprises, household businesses and cooperatives in transitioning towards sustainable development during the 2026–2030 period under a newly approved Government programme.

Việt Nam plans to help around 25,000 enterprises, household businesses and cooperatives shift towards sustainable development between 2026 and 2030 under a newly approved Government programme aimed at accelerating green growth and boosting climate resilience.

Deputy Prime Minister Nguyễn Văn Thắng signed Decision 926/QĐ-TTg on May 25, approving the 2026–2030 Sustainable Business Support Programme.

The programme is designed to promote sustainable private-sector growth by balancing economic efficiency with social responsibility and environmental protection. It also supports the implementation of the 17 Sustainable Development Goals by 2030 and Việt Nam’s target of reaching net-zero emissions by 2050.

Authorities also aim to build a stronger ecosystem supporting sustainable business practices among enterprises, household businesses and cooperatives, while creating jobs, improving living standards for low-income and vulnerable groups and strengthening environmental protection and climate resilience.

Another priority is raising awareness of sustainable business practices among enterprises, cooperatives and officials involved in management, consultancy and support activities.

Alongside its target of supporting 25,000 businesses and cooperatives, the programme aims to develop at least 20 model sustainable business initiatives to encourage wider adoption across the business community.

The initiative is also expected to mobilise legal and financial resources, particularly from the private sector, to support sustainable business projects and initiatives.

Eligible beneficiaries include enterprises, household businesses and cooperatives with certifications or awards related to the green transition, the circular economy, ESG standards and corporate social responsibility. Businesses implementing green and circular projects in line with regulations will also qualify.

Social enterprises and organisations meeting sustainable business criteria published on the National SME Support Portal will be eligible for assistance.

The programme focuses on three main areas.

First, it seeks to develop a sustainable business support ecosystem by building expert networks, developing digital platforms, organising annual forums bringing together stakeholders in green finance and encouraging credit institutions to introduce products that promote sustainable business practices.

Second, it will provide direct support through strategic consultancy, management training, technology transfer, adoption of artificial intelligence and big data applications, financial assistance for digital transformation and pilot technical regulatory frameworks.

Finally, the programme will support communications and trade promotion activities, while subsidising the costs of registering and maintaining accounts on domestic and international e-commerce platforms to help businesses expand into new markets.
