Resilience can help achieve growth goals: PM

The PM underlined that progress, social equity, social security and environmental protection will not be sacrificed for the sake of growth alone.

Speaking at the Việt Nam Economic Forum 2025 in Hà Nội yesterday, Prime Minister Phạm Minh Chính said that Việt Nam’s economy has demonstrated a strong resilience to external shocks and the country’s goal of achieving double-digit growth is well grounded, supported by sufficient policy space and is feasible.

He stressed that Việt Nam remained steadfast and consistent in pursuing its two centennial strategic goals, clearly identifying stability as an inviolable stronghold, rapid and sustainable development as a perpetual driving force with no end point, and a prosperous, secure and happy life for its people as the highest objective.

The PM underlined that progress, social equity, social security and environmental protection would not be sacrificed for the sake of growth alone.

Notably, Việt Nam’s economy demonstrated strong resilience and recorded one of the highest growth rates in the region and globally. GDP in 2025 was projected to rise by more than 8 per cent, lifting the size of the economy to around US$510 billion and ranking it 32nd worldwide. Per capita income was estimated at about $5,000, marking Việt Nam’s entry into the upper-middle-income group.

He said macroeconomic stability had been maintained, inflation kept under control and major economic balances ensured. Public debt and the State budget deficit had been well managed, remaining well below permitted thresholds.

He added that Việt Nam had successfully contained inflation throughout the 2021–2025 period, despite persistently high global inflation. State budget revenue was estimated to exceed projections by about 25 per cent, while total trade turnover in 2025 was expected to reach a record level of over $900 billion.

The Prime Minister said Việt Nam would remain steadfast and consistent in pursuing its two centennial strategic goals: striving to become a developing country with a modern industrial base and upper-middle income by 2030, and a developed, high-income nation by 2045.

To achieve these targets, Việt Nam had clearly defined its guiding principles: stability is an inviolable stronghold; rapid and sustainable development is a perpetual driving force with no finish line; the prosperity, well-being and happiness of the people are the highest objectives; and progress, equity, social security and the environment will not be sacrificed for growth alone.

With the guiding principles that 'the Party provides leadership, the State plays a facilitative role, enterprises take the lead, the public and private sectors work in partnership, the country develops and the people enjoy happiness', and that 'resources stem from thinking and vision, motivation comes from innovation and creativity, and strength derives from the people and businesses', the Prime Minister outlined key tasks and solutions for 2026 and the period ahead.

Accordingly, Việt Nam will accelerate rapid and sustainable development based on the 'dual transformation of green transition and digital transformation', striving for double-digit growth while firmly maintaining macroeconomic stability, controlling inflation and ensuring major economic balances.

Priority will be given to enhancing economic resilience and competitiveness, improving analytical and forecasting capacity, and proactively responding in a flexible, timely and effective manner to external shocks. Việt Nam remains steadfast in its commitment to macroeconomic stability, inflation control and safeguarding major economic balances in order to create favourable conditions for fast and sustainable growth.

Traditional growth drivers will be renewed, while new growth engines will be vigorously promoted. This includes resolute implementation of Resolution No. 57-NQ/TW, accelerating digital and green transformation, and prioritising the development of the semiconductor industry, artificial intelligence and clean energy.

Data will be treated as a strategic resource, and new growth space will be unlocked through inter-regional connectivity. Việt Nam will also gradually explore new frontiers, including outer space, underground space and marine space.
