Cambodia waives tariffs on goods originating from United States

Cambodia’s exports to the US exceeds $5.5 billion in the first six months of 2025, marking a 25.6 percent increase compared to the same period last year.

 

The Royal Government Friday formally announced the implementation of a zero percent customs tariff on goods originating from the United States, aimed at boosting bilateral trade and economic cooperation.

The government issued a sub-decree signed by Prime Minister Hun Manet stating that a customs tariff rate of zero percent shall be applied to goods originating in the United States and imported into Cambodia.

According to the sub-decree, the Ministry of Economy and Finance will issue a proclamation to set out the procedures for implementing the customs tariff rate on goods imported from the United States.

This move takes effect for goods loaded for transport from the US starting on August 8, 2025.

However, the zero-tariff rate will not apply to used goods, stated the sub-decree.

The General Department of Customs and Excise of Cambodia (GDCE) issued a formal definition for used goods.

Importers are not required to provide a certificate of origin from the US, but must instead declare the origin of the goods using a specific form provided by the GDCE, Nhem said.

With the new approach to trade with the US by exempting certain imported goods from tariffs, GDCE stressed the alarm about the potential for fraud.

“GDCE will provide a special form for importers to fill out, which requires them to clearly and honestly declare that the goods are manufactured in the United States,” he said.

Any importers caught engaging in fraudulent activity will face legal consequences, Nhem warned.

Cambodia’s exports to the United States exceeded $5.5 billion in the first six months of 2025, marking a 25.6 percent increase compared to the same period last year, according to the General Department of Customs and Excise (GDCE).

Cambodia’s main export products are garments, machinery, electrical equipment, footwear products, leather goods, grain, furniture, rubber, fruits, vegetables, pearls, toys and textiles.

Meanwhile, the Kingdom imported $164 million worth of goods from the US, a year-on-year increase of 29 percent.

Cambodia’s major imports include medicines and supplements, consumables and food and beverages.
