Amkor Technology seeks approval for importing used machinery

Amkor Technology Vietnam, under US-headquartered semiconductor giant Amkor Technology, has proposed that the government allow the importing of machinery, equipment and technological lines used for more than 10 years.

It was proposed by the representative of Amkor Technology Vietnam at the dialogue between the prime minister and South Korean businesses operating in Vietnam on March 4.

According to Amkor, this proposal aims to serve the training and technical practical programmes in terms of semiconductors.

Vice Chairman of Bac Ninh People’s Committee agreed with Amkor and also asked the prime minister to consider permitting high-tech and semiconductor manufacturers to import machinery, equipment and technological lines used for more than 10 years from the date of manufacture to use for training activities. The province also asks to calculate this investment as the businesses’ legal investment.

According to the Ministry of Science and Technology’s Circular 23 on the import of used machinery, equipment and technological lines, from July 2026, only machinery, equipment and technological lines used for no more than 10 years from the date of manufacture will be permitted for import into Vietnam.

Manufacturers are only permitted to import used components and spare parts for repairing or substituting their operating machinery and equipment. They may themselves import such components and parts or authorise others to do so.

For cases requiring the age of equipment of less than 10 years, ministers or heads of ministerial-level agencies will issue necessary regulations in the fields and sectors under their management and notify such to the Ministry of Science and Technology for uniform management.

Amkor Technology held an opening ceremony for its factory in Bac Ninh in October 2023. The factory, covering 23.1 hectares at Yen Phong 2C Industrial Park, offers turnkey solutions from design to electrical testing.

The project has an initial investment of $530 million. In July 2024, Amkor received an investment certificate for additional investments of $1.07 billion, 11 years earlier than its original plan of investing $1.6 billion by 2035.

Amkor started its official operations in Vietnam in the third quarter of 2024 and earned export revenue of $13.3 million last year. In 2024, Amkor Technology paid taxes of $3.5 million.
