More than 95 per cent of enterprises at industrial zones in the northern port city of Hải Phòng have resumed normal operations, with many reporting favourable business conditions, strong growth, and expansion plans.

During a Tết (Lunar New Year) visit to some businesses at the industrial zones on February 4, Lê Trung Kiên, head of the Hai Phong Economic Zone Authority (HEZA), said the city is developing investor-friendly policies, including granting honourary citizenship to investors. This initiative, currently being piloted with experts from the Republic of Korea’s SK Group, will provide investors with preferential treatment similar to that for Hải Phòng residents, he noted.

He affirmed the commitment of the local administration and the HEZA to create the most favourable conditions for investors to operate and expand their businesses in the city.

Hải Phòng consistently ranks among the top destinations for foreign direct investment (FDI). The city has, to date, attracted over 1,000 FDI projects from 42 countries and territories, totaling US$33.6 billion. These projects account for 86 per cent of the city’s export value. In January 2025 alone, local industrial zones secured nearly $3.5 billion in new investments.
