Coordinating committee reviews progress on informal economy development

The Coordinating Committee on Informal Economy Development (CCIED), chaired by Hem Vanndy, Minister of Industry, Science, Technology and Innovation, convened a meeting to assess progress on key measures implemented by various ministries and institutions.

 

According to a news release from the Ministry of Industry, Science, Technology and Innovation (MISTI), the committee reviewed the 45 key measures and identified gaps in implementation among ministries, institutions, and provincial administrations.

Hem Vanndy emphasised the need for provincial administrations to accelerate progress, particularly in scaling up registrations and ensuring that registered participants receive the associated benefits.

The committee also discussed support mechanisms and the development of benefits for the informal sector related to taxation, skill development, financial services, social protection, and the National Social Security Fund (NSSF).

On 20 January 2025, the CCIED, in collaboration with the Phnom Penh Capital Administration, organised a campaign engaging 1,500 informal workers to promote wider participation. Similar campaigns are planned for Battambang on 23 February and Siem Reap in March, with further expansions to Kampong Speu, Kampong Thom, and additional provinces.

As of 11 February 2025, the Informal Economy Onboarding Platform has received 11,447 applications, with most coming from Phnom Penh. To enhance registration nationwide, Hem Vanndy called for more awareness campaigns and the development of benefit packages for the informal sector, citing a pilot project in Kampong Thom aimed at improving hygiene standards for food vendors.

He urged business associations to lead a movement for the adoption of these standards among informal economy actors.

The CCIED is developing a monitoring and evaluation system to track key indicators and ensure accountability. It is also in the process of finalising a progress report for submission to the Royal Government.
