Bac Giang Province improves IZ management
Vietnam Economics News’ Viet Nga & Hoang Lan spoke with Nguyen Van Phuong, Deputy Director of the Bac Giang Province Department of Industry and Trade about industrial park management in the region.

What is your assessment of industrial zone (IZ) development in Bac Giang Province?
Bac Giang has established 45 industrial zones for small and medium-sized enterprises on a total area of 1,734 hectares, 31 of which have been put into operation, reaching an occupancy rate of over 80 percent and attracting more than 230 projects with over 46,000 workers. IZ-based businesses have contributed 10 percent to the province’s industrial production value. Under its plan, Bac Giang will have 63 IZs by 2030.
Bac Giang is facing difficulties in site clearance for IZ and IZ infrastructure development.
Capital for IZs founded according to Prime Ministerial Decision 105/2009/QD-TTg and invested by district people's committees remains poor so their wastewater treatment systems, local roads and park areas remain substandard and inconsistent.
How will the province solve the problems and attract investment for IZ infrastructure development?
It is relatively favorable to attract investment in provincial IZ infrastructure. Most planned IZs have been registered for investment by businesses, and the provincial Department of Industry and Trade is working with provincial authorities to choose investors for these projects.
After the government issued its Decree 66/2020/ND-CP on amended and supplemented IZ regulations, the Department of Industry and Trade assisted the provincial people's committee to issue IZ investor criteria and selection processes.
The department urged the Ministry of Industry and Trade to propose that the government amend and supplement Decree 68/2017/ND-CP on IZ management and development, and decrees guiding the implementation of the Land Law.

The Ministry of Industry and Trade is considering development of a consistent IZ management regulation to minimize overlapping IZ control. What do you think about this?
I think that is the right direction. In order to better the management of deposits for IZ infrastructure investment, for example, representatives of the Department of Planning and Investment, the Department of Natural Resources and Environment, and the Department of Industry and Trade of Bac Giang Province came to an agreement that the Department of Industry and Trade will be the only authority in charge of dealing with this issue.
