Vietnam steel pipes subject to Canada's low dumping margins
The Canada Border Services Agency has concluded that the Vietnamese Government did not substantially determine the prices of carbon steel welded pipes in Canada and has imposed low dumping margins on the Vietnamese product.
The dumping margin for Hoa Phat Steel Pipe Co., Ltd, has been set at 4.9% and SeAH Steel Vina Corporation at 3%, with effect from February 15.
Meanwhile, State Pipe and Supply Inc. will be subject to a dumping margin of 26.1% and all other Vietnamese exporters 54.2%.
The three companies had a lower average margin of dumping than other exporters involved in the Canada Border Services Agency's investigation, so local steel exporters still have many opportunities to ship their products to the North American country.
Five months ago, the Canada Border Services Agency launched an investigation into carbon steel welded pipes imported into Canada from July 1, 2017 to June 30 last year from Vietnam, the Philippines, Pakistan and Turkey, following a complaint filed by Canada’s Novamerican Steel Inc.
The Canadian firm had stated that carbon steel welded pipes from the four countries were being dumped in Canada, causing losses for Canadian producers.
To support local exporters, the Trade Remedies Authority of Vietnam at the Ministry of Industry and Trade, and other relevant agencies promptly responded to the queries of the investigating agency.
