Senior officials discuss master plan for CLMV development

Senior economic officials from Cambodia, Laos, Myanmar and Vietnam (CLMV) met in Vientiane to consider and approve key documents including the master plan for CLMV development.

The Preparatory CLMV Senior Economic Officials' Meeting took place on Tuesday, which was chaired by Director General of Foreign Trade Policy Department under the Ministry of Industry and Commerce, Dr. Laohua Cheuching.

The Preparatory Senior Economic Officials' Meeting runs over two days, which is mainly to discuss and prepare the do cuments that will be presented to the 48th Asean Economic Ministers' Meeting and its related meetings from August 1-6.

This meeting aims to prepare for the 8th CLMV Economic Ministers' Meeting which will take place on August 6.

The CLMV senior economic officials discussed and reviewed draft reports to be submitted to the 8th CLMV Economic Ministers Meeting, especially the successful implementation of projects in 2015-2016 and the remaining activities that they will continue to implement in 2017-2018.

Department Deputy Director General Mr Saysana Sayakone said “Officials presented on-going projects that we want to implement in 2017-2018, which we agreed to propose for the action plan 2017-2018, especially capacity building, trade exhibitions, training on free trade area negotiation in the framework of the Regional Comprehensive Economic Partnership (RCEP), and facilitation in the tourism sector.

He added that senior economic officials from CLMV will also discuss the creation of a master plan for CLMV development which they expect to propose to the economic ministers for consideration and then submit it to the CLMV Asean Summit in October this year for adoption.

However they will continue to discuss the plan at the CLMV Economic Ministers' Meeting as some issues need time for discussion within CLMV countries.

They expect that this master plan will be agreed and adopted at the CLMV Economic Ministers' Meeting this week before submitting the plan at the CLMV Asean Summit, Mr Saysana said.

This master plan will cover various sectors of trade and investment, infrastructure development, transportation, services and tourism.

After the Asean summit adopts this master plan, there will be a clear plan to jointly implement programmes among CLMV countries and open assistance from dialogue partners.

“At present, we really need CLMV leaders to adopt this plan for development,” Mr Saysana stressed.

Alongside the AEM, the 13th AEM-Republic of Korea Consultations, 19th AEM+3 Consultations, 21st AEM-Closer Economic Relations Consultations, AEM-United States Trade Representatives, 5th AEM-Canada Consultations and the 15th AEM-Ministry of Commerce of the People's Republic of China will be held on August 4.

On August 5, there will be the 5th AEM-Russia Consultations, 4th East Asia Summit Economic Ministers' Meeting and the 4th Regional Comprehensive Economic Partnership Participating Countries' Ministerial Meeting.
