State to hold monopoly in 16 categories of goods, services

Under a draft decree compiled by the Ministry of Industry and Trade, the State will hold the exclusive rights to supply 16 categories of commodities and services in Vietnam.

For the electricity sector, the State will exclusively operate the multi-purpose hydropower works, nuclear power plants, power transmission and operation of the national electric system.

For other kinds of goods, the State will monopolize the import-export of raw gold and the production of gold bars, import of tobacco, lottery business, and land mapping in service of defense.

Regarding the services sector, the State will hold exclusive rights in the maritime navigation services; public services for maritime safety; flight operations; publishing; printing and casting of money; management and exploitation of the rail infrastructure systems; and planting and protecting watershed forest, protective forest and special-use forests.

According to the Ministry of Industry and Trade, the Decree was compiled in order to ensure conformity with international commitments.

Once the decree is issued, it will create a healthy competitive environment in Vietnam.
