Energy developer signs for power plant maintenance
A major local energy developer, EDL-Generation Public Company (EDL-Gen), has signed a concession agreement with the Lao government for the maintenance of seven hydropower plants in three provinces.
“This agreement is to replace the initial concession agreement that was issued on December 15, 2010,” EDL-Gen Managing Director and CEO, Mr Bounoum Syvanpheng, said at the signing ceremony on Wednesday in Vientiane.
The signing was attended by Energy and Mines Deputy Minister Dr Khammany Inthirath, Electricite du Laos (EDL) Managing Director Mr Sisavath Thiravong and officials from the Ministry of Planning and Investment.
“The agreement will last for 30 years,” Mr Bounoum said.
The seven power plants are in Vientiane, Saravan and Champassak provinces; Nam Ngeum 1, Nam Mang 3, Nam Leuk, Xe Set 1, Xe Set 2, Xe Labam and Nam Song.
“These power plants have no more environment and community impact because their construction has been completed and they are now in operation,” he said.
The total installed power is 387 megawatts (MW) and each year they can generate an average of 1,923.5 million KWH of electricity for EDL-Gen.
Nam Nge um 1 has an installed capacity of 155MW and started commercial operations in 1971, Nam Leuk has 60MW and began operations in 2000, Nam Mang 3 started generating in 2005 with 40MW, Xe Set 1 began in 1991 with 45MW, Xe Set 2 launched in 2009 with 76MW, Xe Labam launched in 1969 with 5MW and Na m Song started in 2012 with 6MW.
“All the generated energy is bought by EDL,” he said.
In 2008 EDL started to implement the directives of the government of Laos on restructuring the country's electricity industry. The company, which had the task of producing, transmitting and selling electricity, contracted with a financial consultancy service to study the feasibility of adjusting the EDL business structure to cater for the expansion and development of the electricity industry in Laos in response to the needs of the nation.
Mr Bounoum said that by 2010 the results of the study showed that the electricity production or generating part of EDL would benefit from being established as a separate entity and, in order to increase the capital of the enterprise, 25 percent of its shares should be sold in an initial public offering registered on the Lao Securities Exchange.
EDL-Generation Public Enterprise was established on 15th December 2010.
