EU investors eye opportunities in Cambodia’s tech sector

The government has identified digital transformation, innovation and technology adoption as key pillars for achieving its long-term development goals.

A delegation of leading European technology companies has expressed strong interest in investing in Cambodia’s rapidly growing digital sector, highlighting the Kingdom’s potential as an emerging technology market in Southeast Asia.
The delegation, comprising representatives from 15 European technology firms specializing in artificial intelligence (AI), tourism technology, cybersecurity and digital infrastructure, visited Cambodia from June 8 to 12 to explore business opportunities and partnerships in the country’s expanding digital economy.
The five-day mission, jointly organised by the European Chamber of Commerce in Cambodia (EuroCham) and the German Agency for International Cooperation (GIZ), aimed to strengthen ties between European technology providers and Cambodia’s public and private sectors. During the visit, delegates toured data centres, participated in business matching sessions and held discussions with government ministries, regulators and local enterprises.
European companies also expressed interest in collaborating with Cambodian startups and praised the country’s young workforce, which they see as a valuable asset for software development and digital innovation.

A panel discussion titled “Investment Framework and Incentives for Digital Businesses” was organised as part of the visit, bringing together government officials and private-sector leaders to discuss opportunities and challenges in Cambodia’s technology landscape.
The session was moderated by Jonas Herzing, Project Lead at GIZ, and featured speakers including Hul Siengheng, Undersecretary of State at the Ministry of Industry, Science, Technology and Innovation (MISTI), Angelique Tan, General Manager of Foodpanda Cambodia, and Eric Lou, Chief Executive Officer of OneWorld Information Technology.
Speaking during the discussion, Siengheng outlined Cambodia’s strategic vision for science, technology and innovation, emphasizing the role of international cooperation in advancing the country’s digital economy and supporting its ambition to become a high-income nation by 2050.
According to Siengheng, the country’s Science, Technology and Innovation (STI) Roadmap 2030 serves as a key framework for guiding stakeholders through the development of a robust national innovation ecosystem.
A statement from MISTI noted that the roadmap is built around five strategic pillars: governance, education, research, collaboration and ecosystem development. The ministry is also spearheading reforms to strengthen R&D capabilities.
