PM urges State firms to boost performance for growth target

Besides the performance results in the first nine months of 2025, the PM also directed SOEs to report to the Ministry of Finance on the estimates of their production and business activities until the end of 2025.

Prime Minister Phạm Minh Chính has directed State-owned corporations and enterprises to report their production and business results for the first three quarters of 2025 to the Ministry of Finance before October 25.

The directive, issued under Official Dispatch No. 191 on solutions to promote the production and business efficiency of State-owned enterprises (SOEs), aims to strengthen performance management and support national growth.

To promote macroeconomic growth and achieve the GDP target of over 8 per cent in 2025, while ensuring strict management of land and State assets and improving the effectiveness of SOEs, the Prime Minister requested ministers, sector heads, chairmen of provincial and municipal People's Committees, chairmen of Boards of Directors or Management Boards and general directors of SOEs to take comprehensive and decisive action to enhance production and business efficiency.

In addition to reporting performance results for the first nine months of 2025, SOEs are also required to submit estimates for the remainder of the year. These reports should focus on key indicators such as revenue, after-tax profit, labour use, average employee income and progress in restructuring and equitisation.

They must also outline difficulties, obstacles and shortcomings that need to be resolved, along with recommendations and proposals to help SOEs meet growth targets assigned by their representative agencies, while promoting production and business activities and improving overall efficiency.

Based on these reports, the Ministry of Finance will coordinate with relevant ministries and agencies to prepare a summary report, advising and proposing measures for the Prime Minister to direct.

The goal is to ensure the SOE sector fulfils its tasks and contributes to achieving the national growth target of over 8 per cent in 2025. The final report must be submitted to the Prime Minister before October 30.
