Cooler Master, a Chinese technology corporation, has proposed expanding its factory and constructing additional worker housing, aiming to establish an AI research centre and foster a high-tech industrial ecosystem in the northern province of Bac Ninh.

Cooler Master is in the process of completing the construction of a 10-hectare factory worth $200 million in Gia Binh Industrial Park. The facility specialises in producing cooling modules for AI servers, machine learning systems, and liquid cooling solutions for data centres. The first phase of the project is expected to commence operations in early 2026.

“We seek to lease an additional 11 hectares in the same industrial park to expand production and attract vendors and strategic partners to invest, aiming to build a stable local supply chain,” Andy Lin, chairman of Cooler Master, said at a meeting with Bac Ninh leaders on July 28.

“The company is interested in collaborating with the province to establish an AI research centre and a technical training school to supply skilled labour for the high-tech industry,” said Lin.

Vuong Quoc Tuan, Chairman of Bac Ninh People’s Committee, said, “The province commits to supporting the investor during the process, including land allocation, planning information, and infrastructure development assistance. The provincial leadership also suggested that the company explore high-rise building models that integrate worker accommodation and vocational training to optimise land use and support long-term business growth.”

“Bac Ninh currently offers preferential policies for high-tech workforce training, particularly in AI, and is committed to providing full support if Cooler Master pursues educational and research projects in the area. The province will require relevant departments to urgently assist in finalising necessary procedures to issue an investment decision in August, enabling the project to move forward quickly and create a ripple effect in attracting high-tech investments to Bac Ninh,” Tuan said.
