Vietnamese experts can earn salaries up to $2,800

Starting from July 1, Vietnamese experts can expect a monthly salary ranging from $1,200-2,800 as stipulated in Circular No.04/2025/TT-BNV issued by the Ministry of Home Affairs on May 28.

The highest bracket of $2,800 per month applies to experts working 26 days per month and is divided into four different levels based on educational qualifications and years of experience.

Specifically, Level 1 with a maximum salary of $2,800 per month is reserved for experts with a university degree and at least 15 years experience; or experts with a master’s degree or higher, with specialised training in a consulting major and with eight years or more experience in a consulting major; or holding the position of team leader in consulting or leading the organisation of bidding packages.

Level 2 is no more than $2,200 per month for consultants with a university degree with 10 to less than 15 years of experience in a consulting major, or consultants with a master’s degree or higher with five to less than eight years of experience in a consulting major, or holding a role in leading the implementation of certain items within the bidding package.

Level 3 has a maximum salary of $1,600 per month, and is allocated to experts with a university degree and five to less than 10 years of experience, or a master’s degree or higher with three to less than five years of experience in the consulting major.

Level 4 is no more than $1,200 per month for experts with a university degree with less than five years of experience in a consulting major, or with a master’s degree or higher with less than three years of experience in a consulting major.

For large, complex projects, applying modern technology, or implemented in remote areas, if necessary, the investor may propose a higher salary level. However, this level must not exceed 1.5 times the corresponding stipulated salary.

In addition to monthly salary levels, the circular also specifies a way of calculating salaries on a weekly, daily, and hourly basis depending on the actual working hours. The weekly salary applies to experts working a full six days per week and eight hours per day. In cases where the expert works less than eight hours, the hourly salary is determined by dividing the monthly salary by 26 days and further dividing by eight hours.

The salary mentioned above includes components such as pay for public holidays, social insurance, health insurance, unemployment insurance, and personal income tax paid by the employee. However, it does not cover expenses borne by the employer such as insurance, management costs, transportation, surveys, office rental, communication costs, and other expenses to ensure work operations.
