Quang Ninh to continue focusing on FDI in 2025
The northern province of Quang Ninh is doubling down on foreign direct investment (FDI) attraction as a key driver for its growth in 2025, aiming to become a top destination for global investors, especially in modern, environmentally friendly industries.

Quang Ninh – The northern province of Quang Ninh is doubling down on foreign direct investment (FDI) attraction as a key driver for its growth in 2025, aiming to become a top destination for global investors, especially in modern, environmentally friendly industries.
The locality is focusing on fostering digital transformation and green development while promoting new growth drivers, especially new areas like semiconductor, artificial intelligence, and supporting industries.
The province will call for investment in key economic zones such as Van Don Economic Zone, Quang Yen Coastal Economic Zone, Bac Tien Phong, Nam Tien Phong, Song Khoai and Dong Mai industrial parks in Quang Yen town, the first-phase Texhong Hai Ha industrial park in Hai Ha district, and Hai Yen industrial park in Mong Cai city.
Quang Ninh will also concentrate on implementing the Vietnam Semiconductor Industry Development Strategy by 2030 with a vision to 2050.
To prepare for an influx of investment in 2025 and beyond, Quang Ninh is focusing on enhancing its social infrastructure such as housing, worker accommodations, public utilities; technical infrastructure like electricity, water supply, telecommunications, and waste management systems; and transport infrastructure connecting industrial zones and key regions to ensure smooth logistics for investors.
It is exploring new mechanisms to make local economic zones and industrial parks even more attractive by implementing pilot schemes to develop Van Don Economic Zone, along with broader plans for sustainable growth in industrial parks and economic zones across the province until 2030. Special incentives will be considered for specialised industrial zones and key projects.
Pham Xuan Dai, head of the provincial Economic Zone Management Board, said that FDI sector is a crucial part of the province's economy. Quang Ninh is committed to providing a supportive environment for investors while ensuring harmonious interests of the State, investors and workers, he said.
In 2024, Quang Ninh attracted 2.88 billion USD in FDI, falling slightly short of its 3 billion USD target due to external challenges, including the impact of Storm No. 3. Despite these setbacks, the province remains among the top performers in FDI attraction nationwide. To date, Quang Ninh has hosted approximately 150 foreign-invested projects from 20 countries, with total registered capital exceeding 14 billion USD.
