National Load Dispatch Center transferred to trade ministry

The move is aimed at facilitating market mechanisms in the relationship between the load dispatcher and the power generation, transmission, and distribution units, as stipulated in the Electricity Law.

The National Load Dispatch Center (A0), responsible for power transmission and distribution within the national grid, will be separated from Vietnam Electricity (EVN) in early August and become an entity under the Ministry of Industry and Trade.

Under the Government’s decision, the National Power System and Market Operation (NSMO) will be created from the National Load Dispatch Center (A0), after its separation from the EVN, as a wholly state-owned enterprise with 100% state capital. The new company operates under the Commission for the Management of State Capital at Enterprises (CMSC).

The Government has tasked the ministry with preparing the necessary conditions and mechanisms to ensure that NSMO continues to operate in a stable, continuous, and efficient manner after the transfer.

NSMO will maintain the functions previously performed by A0, such as the management of the national power system (transmission and distribution) and the operation of the electricity market. NSMO will also take over A0's existing workforce of approximately 450 employees.

NSMO will have a charter capital of VND776 billion ($32.5 million). The assets, rights, and obligations currently managed by EVN through A0 will be transferred intact to NSMO.

Established in 1994, A0 has been responsible for managing the transmission and distribution of electricity to ensure the safe and stable operation of the power system. It also operates power plants, manages and regulates reservoirs, and handles incidents on the 500 kV power system.

The transfer of A0 to the Ministry of Industry and Trade is being carried out at the Prime Minister's request to facilitate market mechanisms in the relationship between the national power dispatcher and the power generation, transmission, and distribution units, as stipulated in the Electricity Law.
