Thuan Nam District's ambitious plans to become industrial, energy hub

Located in the southern gateway of the south central province of Ninh Thuan, Thuan Nam District is a miniature version of the province with its forests, plains and sea. Thanks to its advantages in renewable energy, industry, and traffic location, Thuan Nam District aims to become a provincial renewable energy and industrial hub.

A ‘miniature Ninh Thuan’

Thuan Nam District’s abundant sunlight and wind resources are favorable for renewable energy development. Thuan Nam District People’s Committee Chair Truong Xuan Vy says 15 renewable energy projects, including 14 solar power and one wind power project, have already been put into operation with a total capacity of 1,216.44 MW. The number of projects and energy output in Thuan Nam District accounts for over 50 percent of the province’s capacity. The 450MW solar power plant project in Phuoc Minh Commune, combined with the 500kV Thuan Nam substation and 500kV and 220kV transmission lines connected to the national grid, have the largest capacity in the province.

Other wind power projects expected to go online in the district in 2021 include the Phuoc Minh wind power plant (27.2MW); the wind power plant of the Chinh Thang Wind Power Company Limited (50MW); the wind power plant No. 7A of the Ha Do Group Joint Stock Company (50MW); and the Bim Wind Power Plant of the BIM Wind Power Joint Stock Company (88MW). Together, they will add nearly 300MW of wind power.

Drawn by the district’s orientation to become a key industrial hub, a large number of investors have registered their interest in the Ca Na Seaport Complex project, Ca Na Liquefied Natural Gas (LNG) Power Center, and Ca Na Industrial Park. The Ca Na LNG Power Center in Mui Dinh Ecopark was approved by the Prime Minister for inclusion in the national Power Plan VII, phase 1 with a capacity of 1,500MW, and is scheduled to become operational in 2025-2026. The district is coordinating with provincial departments and sectors to carry out investment procedures.

The development of the Ca Na LNG Power Center project will be a decisive driving force for the socioeconomic growth of Ninh Thuan Province, contributing to effective exploitation of the Ca Na deepwater seaport; ensuring national energy security and safety; balancing power sources for wind and solar power projects, and stabilizing people’s livelihoods.

The Ca Na Seaport Complex project phase 1 constructed by the Trung Nam Ca Na International Seaport Joint Stock Company, was also granted investment certificates. Ca Na port is being strongly developed with the goal of becoming one of the largest ports in Vietnam, with the capacity to receive ships of up to 300,000 tonnes, leading to the development of logistics services, industry, services, and supporting fields.

Further developing key areas

Chairman Truong Xuan Vy said Thuan Nam is planning to focus on key pillar industries, especially renewable energy as it is suitable to the potential and advantages of the locality. In addition to solar power, it will also focus on developing offshore wind power, which also has great potential.

Regarding the local industry sector, Thuan Nam District has two industrial parks: Phuoc Nam Industrial Park, which is completing infrastructure on an area of 370ha and Ca Na Industrial Park with an area of 827ha which has been approved by the prime minister to develop supporting industries in the province. The district also targets to develop a concentrated industrial cluster for seafood processing.

In addition, Thuan Nam is considered a potential locality for tourism development and it has attracted many investors. As for hi-tech agriculture, the district has proposed a district-level land use plan for the 2021-2030 period on an area of more than 1,000ha in which, many investors are interested in implementing medicinal herb projects.
