The implementation of industry promotion programs in the 2016-2020 period helped Bac Giang Province gradually innovate technology, improve machinery and equipment, and expand the production scale of rural industrial establishments.

Bac Giang supports rural industrial establishments in applying advanced production machinery

According to the Bac Giang Department of Industry and Trade, from 2016 to 2020, the province implemented 297 projects totaling more than VND30.72 billion in national industry promotion budget, including 132 provincial industry promotion projects with a budget of VND16.15 billion (79.17 percent of the target), 17 national industry promotion projects with a budget of VND6 billion, and 148 industry promotion projects in districts and cities with a total budget of more than VND8.57 billion.

During this period, the province focused on supporting the construction of technical demonstration models, technology transfer, and application of advanced machines for rural industrial establishments. Specifically, Bac Giang not only helped build three technical demonstration models to produce three-layer heat-insulating corrugated iron, probiotic biolin and animal feed, but also supported 17 rural industrial establishments in applying advanced machinery and equipment in mechanical manufacturing, processing of agricultural and forestry products, construction material production, garment manufacturing for export, and supporting industries.

This support not only helped rural industrial establishments invest in new production technologies and equipment, improve productivity and product quality, and increase production and business efficiency, but also promoted the efficient use of natural resources and minimized environmental pollution. Its model was replicated by organizations and individuals inside and outside the province. The national industry promotion funding also attracted VND180 billion of reciprocal capital from rural industrial establishments participating in the project.

Future plans

However, industry promotion activities are still limited and have yet to benefit many establishments in investment and production development, especially in mountainous districts with difficult socioeconomic conditions. In addition, planning for investment in infrastructure construction, environmental pollution treatment of industrial zones, and international cooperation on industry promotion activities have yet to reach their set targets. The province also lacks multi-year large-scale industry promotion projects integrated with national target programs as well as the province’s socioeconomic development program.

In the 2021-2025 period, Bac Giang will develop an industry promotion plan with the expected national industry promotion budget for the whole period, totaling VND27.7 billion. In particular, the province will support the construction of five technical demonstration models, support 42 rural industrial establishments in technology transfer, application of advanced machinery, scientific and technical advances in industrial and craft production, and build a pilot model of cleaner production for rural industrial establishments. In addition, the province will prepare detailed planning for two industrial zones, including investment in infrastructure, repairing and upgrading pollution treatment systems and providing low-interest loans for three rural industrial establishments causing environmental pollution and relocating them into industrial zones.

The practical and effective support from the national industry promotion program paves the way for Bac Giang Province to become a key industrial center in the northeast region.
