Hanoi steps up industrial restructuring plans for 2021

Hanoi has set a number of targets for its industrial activity in 2021, including added value increase of nine percent (1.8 times higher than in 2020), wastewater treatment systems meeting national standards in 95 percent of industrial clusters; and construction launch of 43 approved industrial clusters with at least 20 completed.

Industrial production, especially in the processing and manufacturing industries, were negatively affected by the Covid-19 pandemic due to their heavy reliance on imported raw materials and accessories. With city and national authorities effectively controlling the disease, local industrial production gradually regained growth. The added value of the industry and construction sectors in 2020 increased by 6.39 percent over the previous year, contributing 1.43 percentage points to the increase of 3.98 percent of the city's gross regional domestic product (GRDP).

Hanoi’s 2020 index of industrial production (IIP) increased by 4.7 percent compared to 2019, with processing and manufacturing increasing by 4.6 percent; electricity production and distribution by 6.1 percent; water supply and waste and wastewater treatment up 5.4 percent. However, the mining industry decreased by 9.6 percent, which had little impact on the industry's overall growth due to its small proportion.

Hanoi has always been the country’s leading locality in information and communications technology (ICT) revenues, with 6,000 IT enterprises and two out of five concentrated IT industrial parks in the country. Many high-tech products and smart devices are manufactured in the capital’s Hoa Lac Hi-Tech Park.

The above results were attributed to joint efforts of the Hanoi industry and trade sector, the people's committees of districts and investors in removing difficulties relating to acceleration of appraised industrial projects in the city.

Promoting investment attraction

Hanoi targets a nine percent growth rate in industrial added value in 2021. It also targets having wastewater treatment systems meeting national standards or technical regulations in 95 percent of industrial clusters, and construction launch of 43 industrial clusters, with at least 20 being completed.

To keep local industrial restructuring, Hanoi will carry out the plans of the city’s Party Committee and the Central Party resolutions on “National industrial development policy to 2030, with a vision to 2045”, “Vietnam's national energy development strategy to 2030, with a vision to 2045”, and guidelines and policies to actively participate in the Fourth Industrial Revolution.

Hanoi will promote investment attraction, focusing on investment in economic infrastructure to develop high-tech parks, industrial parks, industrial clusters and handicraft villages. It will also concentrate on developing support industries to increase localization rates, as well as rural industry and industries with high technology content, high added value and competitiveness.

In addition, Hanoi will focus on solving difficulties for businesses, especially those manufacturing key industrial products and supporting industries, and on attracting investment in industrial infrastructure, especially luring high-tech enterprises to industrial parks and industrial clusters in the city.

Nguyen Manh Quyen, Vice Chair of the Hanoi People's Committee, proposed that the city effectively implement key industrial promotion programs; review the planning of the industry and trade sector in association with the general construction planning of the capital and its districts; promote administrative reforms, improve the investment attraction environment; and boost the city’s economic growth in accordance with the government and the city’s orientations.
