Developing key national projects to boost rural industry

Instead of focusing on individual projects, the Ministry of Industry and Trade (MoIT) has selected a number of localities to implement long-term key national industry promotion projects of specific products with generous support funding.

Lam Dong, for example, is one of five Central Highlands provinces selected by the MoIT for support projects to improve the productivity and quality of coffee processing by rural industrial establishments in the 2018-2020 period. Lam Dong has been making good use of these support resources to improve the quality and value of typical provincial products.

According to the Lam Dong Department of Industry and Trade, coffee is a key industrial sector for the province’s economic and social development. In recent years, Lam Dong has significantly expanded the cultivation area of UTZ-certified and 4C standard coffee. The province has also established five high-tech coffee growing areas in four districts, namely Lam Ha, Bao Lam, Lac Duong and Di Linh.

In order to enhance the value of this crop, the province has also promoted coffee development in the global agricultural chain and supported the application of modern machinery and equipment in processing.

Since 2018, the department has supported 44 rural industrial production establishments in applying advanced machinery and equipment for 12 facilities, and also mobilized 300 trainees at coffee processing enterprises to participate in courses in order to enhance management capacity. Its total budget was VND3.4 billion.

Forest product processing industry

The north central coastal province of Thanh Hoa has also been approved by the MoIT for national industry promotion projects for the forest product processing industry. Director of the Thanh Hoa Center for Industry Promotion and Energy Conservation under the Thanh Hoa Department of Industry and Trade Hoang Xuan Phong said that in order to implement these projects, Thanh Hoa has focused on two issues, investment in demonstration models and investment in machinery and equipment for forest product processing lines. The demonstrations allow processing enterprises to exchange and share their needs and problems, and present proposals to state management agencies. This is also a useful channel to help businesses access industry promotion programs as well as other MoIT programs.

Key national industry promotion projects are based on areas in which Vietnam enjoys advantages and that have a significant impact on the economic development of the provinces and cities. According to Ngo Quang Trung, Director General of the MoIT’s Agency for Regional Industry and Trade, these projects have had a strong impact on promoting the development of rural industrial establishments producing textiles and garments, mechanical and agricultural products in many localities across the country. In addition, the MoIT also expects that the construction of these projects will form industrial clusters across the country.

The Agency for Regional Industry and Trade is working with provinces and cities to speed up completion of key industry promotion projects for the 2018-2020 period in order to assess the effectiven ess of the program as a basis for the future national industry promotion plan.
