The General Department of Taxation on April 29 completed the upgrade of the electronic taxation application to integrate enterprise and individual tax declaration into the National Public Service Portal with the aim for further facilitating tax performance.

The upgrade is to implement Decision No.683/QD-BTC dated April 28, 2020 announcing the Ministry of Finance’s list of online public services integrated into the National Public Service (NSC) Portal in 2020.

With this new feature, businesses and individuals will have an additional channel to access public services on electronic taxation by logging in once on the NSC portal. In order to use the service, businesses and individuals should register for an account on the NSC portal at https://dichvucong.gov.vn.

With the same account, taxpayers can access other online public services of cities and provinces, as well as ministries and agencies.

Industry 4.0 is weaving significant changes across economic sectors, and governance cannot fall by the wayside. In line with this trend, the department not only uses technology for tax declarations, tax payments, and send reminders of tax arrears to businesses, it is also boosting IT application to benefit individual taxpayers.

Since 2017, the department has applied online tax declarations for individual landlords. Accordingly, they can use a one-time password (OTP) sent via a message to send their tax declarations to the tax agencies. This improvement received a warm welcome from taxpayers.

As of 2019, the department has completed the integration of online corporate tax payment with the NSC Portal, while announcing online individual tax payment services via internet banking. At present, the department works with seven banks on this service, namely Vietcombank, Vietinbank, Agribank, VPBank, BIDV, MBBank, and TPBank.

According to the department’s statistics, since the launch of the first online public service in 2009, it has deployed over 182 online public services of level 3 and 4, allowing taxpayers nationwide to make tax declarations, pay, and get a refund; use the e-billing service to replace paperwork; and upgrade its e-portal.

By the end of 2019, 99.86 per cent of businesses operating nationwide declared their taxes online, 99.49 per cent paid online, and 89.77 per cent used the online tax refund service.

Thanks to these moves, administrative tax reform has seen improvements. According to the Vietnam Chamber of Commerce and Industry’s report on administrative tax reform, businesses rated their satisfaction with tax agencies at 7.79 points, or nearly 78 per cent, up 3 percentage points compared to the 2016 report, and up 7 percentage points from 2014. Meanwhile, the index of tax information access rose 0.23 points, among others.

The tax sector has set a number of targets for 2020. Specifically, it aims to offer an additional over 60 online public services of level 3 and 4. As planned, the department will continue to integrate 95 administrative procedures on tax declaration with the NSC portal, allowing taxpayers to file online tax declarations and pay by logging into the portal a single time.
