Cement factory in Huaphan, feasibility study commences
A Vietnamese company will conduct a feasibility study into the construction of a cement factory in Viengxay district, Huaphan province for use within the province and export to Vietnam.
A contract was recently signed in the province between the provincial Planning and Investment Department, Natural Resources and Environment Department and the company.
The signing ceremony was witnessed by provincial Deputy Governor Dr Chanpheng Phimmavong.
The feasibility study will be conducted in Nalith village, about one kilometre from Viengxay district and will take about three months for surveying and information collection.
This area is rich in limestone and sandstone used for the production of cement but the company will still need to import some gypsum from Savannakhet province.
According to the contract, the factory will be built on 15 hectares of land and its construction will cost around US$27 million.
The facility has a concession period of 30 years and the company will have the ability to extend the contract’s concession after consideration is given by the Lao government.
Provincial Planning and Investment Department Director Mr Phonxay Inthavong told Vientiane Times that Huaphan hasn’t any cement factory so this will be the first one in their province.
Most cement products have been imported from Vietnam in the past, with only a few construction projects bringing in materials from Vientiane.
This factory will help to promote investment, especially for construction projects in the province, he commented.
According to their plan, the company will initially produce cement for local supply, especially for the construction of hydropower plants, with the surplus being exported to Vietnam.
Mr Phonxay said many small and medium hydropower plants have been built and are currently underway in the province and there will be 24 more plants in the future so these will need a large supply of cement for their construction.
More importantly, the factory will generate income for the government and create job opportunities for local people in the province helping them to escape from poverty, he added.
