Cà Mau adopts bold measures to spur economic growth
Local authorities are deploying a comprehensive array of solutions aimed at creating a breakthrough across key sectors during the second half of the year.

In an effort to achieve an economic growth rate of at least 8 per cent in 2025, as set out in a resolution of the Cà Mau Provincial Party Committee, local authorities are deploying a comprehensive array of solutions aimed at creating a breakthrough across key sectors during the second half of the year.
Speaking on the matter, Vice Chairman of the People’s Committee of Cà Mau Province Lâm Văn Bi stated that the province is intensifying its focus on both direct growth-promoting policies and broader economic support mechanisms.
The immediate goal is to attain a growth rate of 8.8 per cent in the final six months of the year, thereby lifting the full-year performance to the targeted level.
This includes robust expansion across agriculture, industry, construction and services.
Alongside growth-driven efforts, authorities are placing strong emphasis on administrative reform, improving the investment environment, mobilising development capital, accelerating public investment disbursement and removing bottlenecks in private sector projects.
According to provincial leadership, effective resource mobilisation and infrastructure investment remain critical to unlocking regional connectivity, advancing marine economic sectors, urbanising growth areas and accelerating the implementation of new-style rural development programmes.
Economic restructuring efforts are being aligned with support for the private sector, scientific and technological innovation, digital transformation and an entrepreneurial spirit.
Cà Mau remains committed to fighting corruption and waste, while promoting transparency and efficiency in public service. Local departments and grassroots authorities are tasked with detailed plans outlining clear responsibilities, timelines and outcomes.
According to the Cà Mau People’s Committee, the economic landscape in the first half of 2025 has shown several bright spots.
The province’s gross regional domestic product (GRDP) is estimated at VNĐ42.3 trillion (approximately US$1.66 billion), representing a year-on-year increase of 7.1 per cent.
The agriculture, forestry and fisheries sector posted a 5.5 per cent growth rate; industry and construction expanded by 6.3 per cent, while services recorded the highest growth at 9.4 per cent.
Additionally, the province has made solid progress in reorganising its administrative units and two-tier local governance model, while judicial reforms and anti-corruption measures have been carried out with strong determination.
However, authorities also acknowledged that economic growth in the first half has not met expectations.
The lack of a true economic breakthrough, combined with the slow pace of structural transformation, remains a concern.
The agricultural sector still occupies a disproportionately high share of the province’s GRDP compared to the national average.
Infrastructure, particularly in transportation, remains fragmented and insufficiently connected, increasing logistics costs and travel time for residents.
Moreover, the quality of human resources has yet to match the demands of a rapidly evolving economy.
Climate change and natural disasters continue to pose serious threats, with coastal and riverbank erosion, flooding and environmental degradation affecting several areas.
These issues not only threaten local livelihoods but also hinder the province’s long-term sustainability goals.
Despite these challenges, provincial leaders remain steadfast in their commitment to achieving meaningful growth and reform.
Provincial Party Secretary Nguyễn Hồ Hải has called for determined efforts from all levels to implement the Party Committee’s resolution and the socio-economic plan for the second half of 2025. He emphasised that despite progress, challenges remained, requiring more focused, methodical execution to sustain growth and address long-standing weaknesses.
The second half of 2025 is seen as a critical window for Cà Mau to demonstrate its ability to implement strategic reforms, mobilise resources effectively, and solidify its path towards comprehensive and sustainable development.
