Ba Ria-Vung Tau streamlines land procedure delays with new app
Ba Ria-Vung Tau has launched a new app that connects and shares notarisation databases between the province's management agencies.

The app, which was launched on April 13, offers significant convenience and transparency to citizens in handling land-related procedures. A data security assessment of the system is being overseen by the province's police to ensure compliance with regulations.
Authorised state agencies can now easily access and retrieve notarisation data from notary offices during the processing of certain land-related administrative procedures upon request.
According to the Centre for Information Technology of Natural Resources and Environment under Ba Ria-Vung Tau Department of Agriculture and Environment, after citizens notarise land transactions, they can contact state agencies to proceed with title transfers and request the issuance or renewal of land use right certificates.
When submitting applications, citizens need documents such as the land use right certificate and ownership of housing and assets attached to the land, and a copy of the notarised sale contract from notarisation organisations. For those requirements to submit applications online, they must scan and attach the land sale contract to the administrative procedure processing information system.
With the integration of the notarisation database and the land information system, citizens no longer need to resubmit copies of notarised contracts, eliminating this document from the required application package. The collection of notarised contract data will now be handled by state agencies themselves.
This also helps prevent tampering with notarised land sale contracts and fake stamps, and significantly reduces risks for officers processing applications.
The province’s digital transformation ranking has improved year by year, ranking 28th among 63 cities and provinces in 2022 and 10th in 2023. In 2024, the province’s reform index ranked second nationwide, following Haiphong, up three places from 2023, leading the southeast region.
