​Vietnam, Mongolia issue joint statement, lift ties to comprehensive partnership

Vietnam and Mongolia have issued a joint statement to upgrade their bilateral relations to a comprehensive partnership during the two-day state visit by Vietnamese Party General Secretary and State President To Lam to the East Asian country.

The Vietnamese leader and Mongolian President Ukhnaagiin Khurelsukh announced the joint statement on Monday after their talks in which they affirmed that the elevation of bilateral ties to a comprehensive partnership will help boost the all-round cooperation extensively, substantively, and effectively.

The new partnership came amid the two countries celebrating the 70th anniversary of diplomatic relations set up in 1954, which have fruitfully developed since then.

Besides the announcement of the new partnership, the joint statement also highlighted the key outcomes of the talks between Party General Secretary and State President Lam and President Khurelsukh.

Khurelsukh welcomed Lam’s visit, considering it a historic event that significantly contributed to fostering the relationship between Hanoi and Ulaanbaatar.

The Mongolian leader highly appreciated Vietnam’s flexible, balanced, multilateral, and diversified foreign policy, while congratulating Vietnam on its recent achievementshas and affirming that Mongolia attaches importance to its relationship with Vietnam and considers the Southeast Asian country one of its leading partners in the region.

Khurelsukh extended his gratitude to the state and people of Vietnam for donating US$500,000 to support recent natural disaster recovery efforts in Mongolia.

He reiterated that the Vietnam-Mongolia Intergovernmental Committee will convene in Hanoi in November to discuss measures to implement the joint statement on the new partnership.

The Vietnamese leader wished Mongolia success in executing its ‘New Revival Policy’ and the strategic goals of the ‘Vision 2050,’ thereby further enhancing Ulaanbaatar’s international role and position.

Both the host and guest discussed major directions and specific measures to beef up the relationship between the two countries aligning with the new partnership.

They agreed to enhance exchanges of delegations at all levels, make effective use of existing cooperation and dialogue mechanisms, and further promote collaboration in diplomacy, defense, security, and justice.

They pledged to strengthen coordination in combating transnational crimes, participate in United Nations peacekeeping missions, and continue supporting the development of cavalry, a symbol of their bilateral relationship.

The two sides pledged to boost economic cooperation by strengthening trade promotion, opening markets for each other’s goods, and supporting businesses from both countries, with a view to enhancing trade and investment activities, thereby elevating two-way trade in the near future.

Lam and Khurelsukh agreed to strengthen cooperation in research and development activities related to high-tech science, digital technology, creative innovation, artificial intelligence, information and communication, climate change response, mineral exploitation, and animal husbandry.

They were committed to finding solutions for the challenges in logistics cooperation and to effectively implementing the signed agreements in road, rail, maritime, and air transport.

In addition, the two nations will bolster cooperation in many other fields such as agriculture, science, transportation, culture, sports, tourism, education, labor, and environment.

Both sides will also enhance their coordination and mutual support at regional and international organizations and forums where they are members, such as the United Nations, the Asia-Europe Meeting (ASEM), the World Trade Organization (WTO), and the ASEAN Regional Forum (ARF).

The two countries will also reinforce cooperation in regional and international affairs, including responding to non-traditional security threats such as climate change, terrorism, and transnational crimes.

The leaders emphasized the need to maintain peace, security, and stability in the East Vietnam Sea. They advocated for resolving disputes through peaceful means to ensure the legitimate rights and interests of all countries, in accordance with international law, including the 1982 UN Convention on the Law of the Sea (UNCLOS).

Following their talks, Lam and Khurelsukh witnessed the signing of seven cooperative documents between ministries and localities of the two nations.

The Vietnamese leader respectfully invited President Khurelsukh to visit Vietnam, who accepted the invitation with pleasure.
