MPI tops 2022 digital transformation index
The Ministry of Planning and Investment (MPI) topped the Digital Transformation Index (DTI) rankings for 2022, scoring 0.8219 point and up 0.2093 point compared to last year, the Ministry of Information and Communications (MIC) announced.

It was followed by the Ministry of Finance, the Ministry of Natural Resources and Environment, the State Bank, and the Việt Nam Social Security.
Deputy Minister of MPI Trần Duy Đông said it had fine-tuned mechanisms to create a comprehensive legal foundations for the development of e-Government, and pushed forward the digital transformation in public investment management; business, investment, business household and co-operatives registration; and contractor selection and public procurement, and statistics.
Apart from connecting with the national databases, the MPI had also prioritised digital transformation in its internal affairs.
Accordingly, all of its documents were sent electronically with digital signatures while the management of units was conducted through an electronic system.
All information systems had contingency plans to handle network security incidents.
Sharing about the ministry's digital transformation, Deputy Minister Trần Duy Đông offered three lessons.
The first factor was that the implementation of digital transformation activities must closely follow directions of the Party, the Government, the Prime Minister, the National Committee on Digital Transformation and closely co-ordinate with specialised agencies of MIC, the Ministry of Public Security, the Government Office in implementation.
In addition, MPI had focused on building plans and perfecting mechanisms and policies on digital transformation, in which defining clear and specific goals, solutions and outputs to facilitate monitoring, inspection and evaluation.
Deputy Minister Trần Duy Đông also said that it was necessary to build and use digital platforms of ministries and sectors, and apply new technologies in areas such as virtual assistants, artificial intelligence into digital platforms and strengthen training and dissemination on digital transformation and digital skills for civil servants and public employees at the ministry.
In order to make digital transformation more and more effective, MPI also made a number of recommendations.
The Government needed to research, develop and issue a mechanism of preferential treatment for staff specialised in information technology, digital transformation, cyber safety and security in State agencies.
Along with that, the Government should soon issue a circular guiding the job position of information and communication majors for agencies and units; have specific guidelines, technical requirements and references for digital platforms for agencies to deploy.
2020 was the first year that the MIC had compiled the DTI of ministries, ministry-level agencies, Government-run agencies and centrally-run cities and provinces.
It was also the first time that a survey had been conducted to collect data serving the work through website https://dti.gov.vn.
The rankings aim to provide a panorama of the digital transformation in Việt Nam, helping the ministries, agencies and localities design solutions to promote the process in the time to come.
