The Hanoi People’s Committee gave the request in document No.3420, detailing measures to speed up the planning development.
Prime Minister Pham Minh Chinh approved on March 7, 2022 the goal of drafting Hanoi's planning blueprint for the 2021-2030 period, with a vision to 2050, but the process so far has been behind schedule.
In this context, the Hanoi Institute for Socio-Economic Development Studies (HISEDS) has been tasked with selecting consultants to draft the planning.
HISEDS is in charge of working with other local agencies, districts, and communes in drafting reports and collecting data to serve the planning process.
Throughout this process, HISEDS are expected to draft implementation reports, hold conferences and work with the city’s Steering Committee on completing a report on the vision for Hanoi’s planning, and submit it to the Hanoi Party Committee for review in October.
The municipal Planning and Investment Department is responsible for cooperating with other agencies in preparing a report on issues related to the planning process and reporting to the government.
The planning for Hanoi in the 2021-2030 period, with a vision to 2050 would include the analysis and forecast based on the characteristics of Hanoi, the assessment of the current progress of socio-economic development, the use of land resources, a system of urban and rural structure; and the factors required for Hanoi to strengthen linkages with provinces/cities in the capital area.
