AEON Group recommends HCMC to support business recovery in the new normal

Extending the payment time for VAT and social insurance, reducing corporate income tax, reducing the cost of Covid-19 testing, ... These are recommendations from the representative of AEON Group in Vietnam, Mr. Furusawa Yasuyuki at the Conference with the leaders of Ho Chi Minh City, in order to support FDI enterprises to overcome difficulties in the context of the pandemic, thereby quickly recovering the city's economy.

On the morning of August 20, 2021, the People's Committee of Ho Chi Minh City held a conference to accompany FDI enterprises in the context of the Covid-19 pandemic to overcome difficulties and restore operation. The conference was attended by Secretary of the City Party Committee of Ho Chi Minh City - Mr. Nguyen Van Nen, Chairman of the People's Committee of Ho Chi Minh City - Mr. Nguyen Thanh Phong, Vice Chairman of the People's Committee of Ho Chi Minh City - Mr. Vo Van Hoan, Director of the Department of Planning and Investment - Ms. Le Thi Huynh Mai and representatives of Ho Chi Minh City's leaders, departments and branches of the City, representatives of Foreign Business Associations, Trade and Investment Promotion Center (ITPC) and representatives of FDI enterprises in the city.

In the conference, Mr. Furusawa Yasuyuki – AEON Vietnam’s General Director represents 08 member companies of AEON Group in Vietnam and expresses high appreciation for HCMC’s support to FDI enterprises including AEON Group. At the same time, Mr. Furusawa also shared some obstacles in long-term business operation and investment plan, such as: a lack of human resources to operate the business due to workforce infected Covid-19 living in quarantine zone; shortage of delivery force (shipper), difficulty in inter-district delivery, affecting transportation of essential goods for customers, especially online channels; high costs for Covid-19 testing activities; the inconsistent procedure at checkpoints in the green zones in the city even though the employees or the suppliers presenting the staff IDs, certificates. In addition, the operation of the Shopping Mall - one of the business segments of AEON Group in Vietnam and many tenants faces many difficulties because of business suspension or leasing contracts suspension without plans to reopen.

Accordingly, in order to join hands with the leaders of Ho Chi Minh City, the city's departments and agencies and other FDI enterprises towards the goal of economic recovery, contributing to the realization of the dual goal of the country: "maintaining and developing socio-economic development" and "effective pandemic prevention", Mr. Furusawa shares some recommendations from AEON Group, including:

1. Regarding tax: Extending schedule VAT, Social and Medical Insurance submission from 3 months to 06 months. It will help the company can have temporary fund to take care to employee and maintain business operation; Considering reducing CIT/PIT, HCMC can consider add more special countermeasures on CIT/PIT i.e., simple, and quick procedures on execution.

2. Having good offer to reduce COVID-19 PCR test for large enterprise. At now, the enterprise has spent great cost for PCR test in every 3 days.

3. Continuing to prioritize and implement Vaccination program (2nd dose) to retailers in HCMC

4. Promoting cashless payment campaign to people, it will help enterprise can quick implement and smoothly

5. Simplifying procedures and speed up the import-export process (currently the number of containers in storage is a lot, some customs/customs clearance units temporarily stop working because of Covid, the amount of goods is quite backlogged). After Covid, the demand for goods will increase, amount of imported goods will increase also, if there is no solution, the situation will be more difficult for both sides, customs, and businesses).

At the conference, Mr. Furusawa Yasuyuki once again affirmed: “AEON understands all countermeasures from Ho Chi Minh City People’s Committee are necessary to prevent Covid-19, so despite the difficulties, AEON always support and accompany with the Vietnam Government and Ho Chi Minh City Authorities. AEON Group will continue to stand side by side with Vietnam Government, Ho Chi Minh City Authorities in the fight against the Covid-19 pandemic by making efforts to ensure the continuous retail business operation for providing citizens with peace-in-mind in daily life at all levels of Covid-19 pandemic.”

In fact, the complicated and unpredictable outbreak of Covid-19 pandemic in Ho Chi Minh City is causing negative impact on the society and economy. In this context, AEON has been making every effort to join hands with Vietnam Government and Ho Chi Minh City Authorities to overcome the Covid-19 pandemic. Through retail business, AEON always strive to stabilize the supply and selling price of essential goods for people; supporting suppliers in Green Lane registration to remove difficulties in good transportation and distribution.

In addition, in collaboration with Ho Chi Minh City Department of Industry and Trade, has conducted more than 350 mobile selling points to provide citizens in all districts in Ho Chi Minh City with over 700 tons of essential goods for over 1 month, to remove difficulties of citizens to purchase daily foods in the context of social distancing. For the local agricultural products consumption, AEON was implementing the consumption promotion activities in AEON supermarkets in HCMC: Bac Giang Lychee, Tien Giang Longan, Long An dragon fruit, Dalat produce, etc.

In June 2021, responding the call of the Prime Minister about the synergy from social contribution, AEON Group in Japan and 08 member companies in Vietnam, contributed VND 25 billion to the Vietnam Government's Covid-19 vaccine fund at the office of Ministry of Finance.
