An Giang Province a model for eco-development

An Giang Province is located in the upper reaches of the Mekong Delta Region in the South Western part of Vietnam. In recent years, An Giang Province has effectively seized opportunities, and overcome many challenges such as natural disasters and spread of contagious diseases, while strengthening domestic socio economic growth within the province.

A delegation led by National Assembly Chairwoman Nguyen Thi Kim Ngan visited the high-tech pangasius farm of Nam Viet Seafood Corporation.

Consistent growth

During the period between 2015 and 2020, An Giang Province focused on exceeding its growth targets as proposed under Resolution 8/15. The GRDP growth rate in the last five years is estimated at 5.25%, whereas during the period 2010 until 2015 the GRDP growth rate was at 5.07%. It is being seen that the standard lifestyles of the people in An Giang Province has seen vast improvements with the GRDP per capita reaching VND 46.8 mn in 2020. This has been an increase of VND 16 mn compared to 2015. The poverty rate also fell to 1.93% in 2020.

An Giang Province wants to improve and increase productivity, efficiency and competitiveness by restructuring agriculture and rural development, with an innovative growth model. The agricultural sector in the province already has a high growth rate and forms the core strength of the economy. The province now wants to take it many steps further by targeting brand marketing, improving on production and quality, and creating more value and competitiveness of all its agricultural goods. This would require restructuring at many levels by increasing rice acreage, and also increasing the breeding of more livestock, and growing fruits and vegetables by using latest high technology. Once the value-added chain is running efficiently the production too will improve and increase.

The province encourages large-scale production, calls for bigger investments in high-tech agriculture and specialized farming, and step by step focusing on enhancing the link between production, processing and consumption of agricultural produce. Simultaneously, An Giang Province is developing the trade, services and tourism sectors, which too contribute in large part to the economy, accounting for 49.09% of the growth in 2020, 5% higher than in 2015.

The retail market in An Giang Province has also been strong with sales of goods and services in the period 2015 to 2020, accounting for an estimated VND 502,000 bn, up by 17.1% over the period 2010 to 2015. The export sector is also strong with a turnover from goods out of the province showing revenue of USD 4.181 bn, with products from An Giang Province now available in almost 105 countries.

An Giang Province has constantly been upgrading the curriculum in education and training programs, and offering quality education at all levels. The current rate of students passing the national high school graduation exam rank is among the top ten in the country and the first in the Mekong Delta Region for the last three consecutive years.

This credit would go to the standing committee members who have worked diligently as a team to bring about a high level of administration that is focused on building a clean and strong State that will fight corruption and wastefulness, and instead lay more importance to mobilizing jobs and building people confidence. The good work by the leadership in An Giang Province has drawn the attention of the Politburo, the Secretariat, the Government, ministries, central agencies and other provinces.

Focus on efficiency

The Province is determined to build and maintain a clean, efficient, and effective State with a qualified, capable and a hard working administrative system. The focus is on making agriculture the foundation of the economy, while still remaining focused on a robust development of the services sector and the tourism industry.

The province wants to promote a growth paradigm shift from agriculture to industry and commercial services; increase quality and value of agricultural produce; enhance services and tourism sectors; improve level of production and competitiveness in economic enterprises; stress more on development of jobs to increase people's incomes and thereby generate more revenue for the State. By 2025, the province aims to be the lead economy in the Mekong Delta Region and by 2030 the province wants to compete as the most economically viable one in the country.

Mr. Nguyen Thanh Binh, Chairman of the People's Committee of An Giang Province, believes that the province will make breakthroughs in quality investment in basic infrastructure, better transport infrastructure for industrial development and tourism, and promote innovation and competitiveness among enterprises in their localities. The province aims to strive for an average GRDP growth rate of 6.5% to 7% during the period 2020-2025. The average GRDP per capita by 2025 will then reach VND 70.4 mn to 72.2 mn per person per year.

Currently the province is looking at a total investment capital of about VND 176,000 bn, while export turnover is at USD 5.28 bn and State budget revenue from local economy has reached VND 41,303 bn. For the period 2025 until 2030, the province is targeting an average GRDP growth rate of 7% to about 7.5%, with the average GRDP per capita expected to reach VND 112 mn to 115 mn per person per year by the year 2030.

The Nam Viet Seafood Corporation has been successful in An Giang Province because of favorable conditions for production, business and export. Leaders of An Giang province have helped implement several large-scale projects that have helped improve the development environment in the province such as the 600ha Binh Phu high-tech aquaculture project with an investment capital of about VND 4,000 bn.
Mr. Doan Toi, Chairman of Nam Viet Seafood Corporation

According to Mr. Nguyen Thanh Binh, in order to achieve these targets, the province will set about drastically upgrading and innovating its growth model for agriculture, focus on building agricultural brands, expand its consumer market base with quality produce, and create more value and competitiveness in agricultural goods. The province plans to shift from pure agricultural production to agricultural economic development, with the motto based on marketing agricultural activities to stabilize output of agricultural produce; use agricultural technology to increase productivity and quality; enhance specialized agricultural services to improve efficiency; and adapt methods of sustainable development in agriculture.

With a fertile landscape, An Giang Province is well endowed and aims to build brands for its main agricultural goods with focus on three group products of sticky rice, aquatic products and fruit trees. To promote cooperation and development with other provinces and cities in the Mekong Delta region, key economic regions and other localities, An Giang Province will implement projects of sustainable development in the Long Xuyen Quadrangle sub-region. The focus will be on the development of the handicraft industry, while the role of the international border gates will help connect the Mekong Delta Region with Phnom Penh City in Cambodia to promote trade and develop border economy.
