PM calls for stronger efforts to build e-Government
Prime Minister Nguyen Xuan Phuc has urged ministries, agencies and localities to make more efforts to accelerate the building of the nation’s e-Government, with a vision toward developing a digital Government and digital economy.
At a teleconference on the development of e-Government today, July 23, PM Phuc, who is also chairman of the National E-Government Committee, stressed the determination to develop e-Government services, the Government news site reported.
He hailed the issuance of Resolution 17 on main tasks and solutions to develop e-Government in the 2019-2020 period, with a vision to 2025, and the launch of a system to send and receive files among administrative agencies.
However, the quality of online public services remains low. In addition, regulations on database connections, sharing files and personal information security have yet to be issued, Phuc said.
The progress of the development of the national database system has been slow, while the allocation of capital for the e-Government development project has faced multiple obstacles.
Therefore, PM Phuc ordered that the building of the e-Government must ensure increased information security and connections among agencies.
In particular, the project must aim at satisfying residents, Phuc noted, urging ministries and agencies to utilize advanced technology and hold training courses for officials.
Another key task is to reform public service provision processes and enhance the management of data.
Ministries, agencies and localities must proactively fulfill their assignments in Resolution 17, especially preparing and submitting, on schedule, decrees on the management and sharing of identification information and personal data protection, and decrees replacing Decree 110/CP on the work of records and archives, and on the deployment of online administrative procedures.
He also said he expects the national public service portal to be put in use in November.
At the teleconference, Minister and Chairman of the Government Office Mai Tien Dung, who is also general secretary of the National E-Government Committee, said some systems, part of the e-Government development plan, have already been put into operation, such as the e-Cabinet system.
The Government Office is coordinating with the Japan International Cooperation Agency to launch the national information system and the Government’s steering center.
The Ministry of Information and Communications has cooperated with the Government Office, other ministries, localities and tech firms to draft the Vietnam e-Government Architecture Framework (version 2.0), and has consulted with relevant ministries, agencies and localities on this.
Meanwhile, the Ministry of Public Security has worked with the Ministry of Justice to grant some 1.9 million personal identification numbers to newborns in 43 cities and provinces nationwide, and over 12 million citizen identity cards in 16 localities. The ministry is working on a system connecting citizen identity cards with the national database on population.
