Hanoi asked to stop revoking ownership certificates of Muong Thanh apartments

The Ministry of Natural Resources and Environment has told Hanoi City to stop revoking certificates of home ownership rights from owners of apartments constructed by Muong Thanh Group.

The General Department of Land Administration, under the ministry, chaired a meeting with the Hanoi Department of Natural Resources and Environment on July 18 to listen to a report on the revocation, the local media reported.

At the meeting, Mai Van Phan, deputy head of the General Department of Land Administration, asked the municipal department to stop the revocation to ensure the interests of homeowners.

Minister of Natural Resources and Environment Tran Hong Ha had earlier met with the general department, asking it to determine the liability of the investor and the State management agencies for their errors, to impose harsh sanctions and avoid letting homeowners fall victim to the decision, Phan said.

The general department asked the city’s department to review the number of ownership certificates that have been revoked and determine how many owners have transferred their apartments or used them as collateral. The results are to be reported to the ministry, Phan added.

Earlier, the Hanoi Department of Natural Resources and Environment issued a decision nullifying the certificates of home ownership rights granted to several owners of apartments at certain residential blocks developed by Muong Thanh Group.

The decision was issued as the firm had changed the use purposes of its building apartment projects and the number of floors at these apartment buildings had also been altered, according to the department.

The certificates, which have recently been granted to owners, were also subject to the revocation and cancellation decision, which was launched under the proposal of the Hanoi Land Registration Office.

The department explained that during the inspection, it had detected errors in various files and shortcomings in the certificate issuance process, which went against the regulations on land, resulting in the decision.

Owners of several apartments at housing projects constructed by Muong Thanh Group, including CT6A and CT6B at the Kien Hung Urban Area in Ha Dong District, will lose their certificates of house ownership rights.

Apart from 18 apartments on Floors 2, 3, 4, 26 and 27 of Buildings CT1A, CT1B1 and CT1B2, 32 others in the CT2 and CT3 buildings are also subject to the decision.

Owners of apartments in the CT4 building and CT5 Tan Trieu housing project face the same fate.

Investigators in the capital city of Hanoi recently asked customers buying apartments in the CT6 Kien Hung project to cooperate with the department for inspections and provide the relevant paperwork.

Investigators had earlier charged Chairman of Muong Thanh Group Le Thanh Than with cheating the clients of his housing projects.
