Bac Lieu upbeat about US$4.3 billion gas-fired power plant

The government of Bac Lieu Province expects the construction of a liquefied natural gas (LNG)-fired power plant, with total capital of US$4.3 billion, to generate VND2,500-VND3,000 billion in annual revenue for the provincial budget.

Discussing the project, which has been registered for investment by Delta Offshore Energy Company, Le Minh Chien, vice chairman of the Bac Lieu government, said the province had earlier met with Prime Minister Nguyen Xuan Phuc and seven relevant ministries and departments to handle issues faced by the province, including problems related to Bac Lieu LNG-fired power plant.

Chien said the investor had completed the prefeasibility study and the environmental impact assessment report, which are being looked at by the competent ministries and departments.

“The prime minister, in principle, allowed Bac Lieu Province to develop the project and asked the province to actively complete procedures in line with prevailing regulations to submit the report to him as soon as possible to get the final decision,” Chien said.

The projected plant may help Bac Lieu Province eliminate poverty and spur the provincial authorities to develop the province in the Mekong Delta region further. Based on preliminary calculations, the project will add VND2,500-VND3,000 billion per year to the provincial budget.

It will include a float tank offshore, 35 kilometers from the beach, Chien said, adding that beyond the construction of the tank, a gas pipeline running from the tank to the plant on the mainland would be installed.

The LNG-fired power plant, with a total capacity of up to 3,200 megawatts (MW), will be built in Hoa Binh District and cover an area of 140 hectares, with 100 hectares of sea surface area and 40 hectares of land.

Apart from the project, Chien said that in the first and second quarters of 2019, the province will break ground for four wind-power plant projects, with a combined capacity of over 302 MW. These projects are Bac Lieu 3, Hoa Binh 1, Dong Hai 1 and Dong Hai 2.

Bac Lieu Province had earlier put into service phases one and two of the Bac Lieu wind power plant funded by Cong Ly Co., Ltd. The project contributed 210 million kilowatt hours of electricity to the national power grid in 2018.
