MoIT continues administrative reforms

The Ministry of Industry and Trade (MoIT) will continue taking the lead in administrative reform, said Nguyen Sinh Nhat Tan, head of the ministry’s Legal Department, on Monday.

Tan told a Ha Noi workshop on consultation with enterprises that the ministry is striving to simplify and modernise its services and provide them online. The ministry is also promoting favourable conditions for businesses by sharing information.

“All information about the MoIT’s management is published on its website and in the media. An integrated information system was built to closely co-operate between the central and local levels to help firms navigate various laws and regulations,” he added.

MoIT would increase the number of online public services from the current 155 to 177, accounting for 39 per cent of its total administrative procedures.

The ministry has simplified 56 out of 452 administrative procedures.

Nguyen Xuan Thanh, a representative of Viettel Telecom, said the ministry’s reforms should be more drastic.

Hoang Chinh, chief officer of Viet Nam Private Sector Forum, said the ministry should delegate more responsibilities to local levels.

It should apply information technology to provide online public services while promoting the sharing of common data to create favourable conditions for organisations, people and businesses.

She said MoIT should also review and remove business conditions to avoid sub-licences.

He added that the Government has been building a circular on one-stop-shop mechanism to be promulgated in the near future. The ministry would strictly implement the circular as soon as it is issued.

Statistics from the ministry showed that it and departments of industry and trade have managed 28 out of 243 businesses lines with conditions while controlling 155 public administrative services.

Nguyen The Quang, deputy director of the ministry’s Department of E-commerce and Digital Economy said they targeted to cut and simplify 123 administrative procedures in 17 sectors under its management.

It would continue listening and collecting ideas from the business community totimely solve difficulties following the Government’s efforts to improve the investment environment.
