Condotel built without permit despite authorities’ reprimands in central Vietnam

A hotel and apartment complex has been discovered to be under construction without legitimate permits despite reprimands from local authorities in the central Vietnamese city of Da Nang.

The Central Coast Condotel developed by Minh Dong Tourism Service and Trading Company has so far had nine floors constructed, though local authorities previously ordered that the project be halted for lacking building permits.

The structure is located near the beach in Son Tra District on a construction site pning nearly 4,000 square meters. Current design plans for the building call for 42-stories and one basement, with construction to be carried out by Doza Construction JSC.

According to the observation of Tuoi Tre (Youth) newspaper reporters on Thursday, construction on the project has ceased and advertisements for the building have been removed.

Huynh Van Bay, leader of the urban management unit in Son Tra District, confirmed that the project was being executed with formal permission, though it lacks proper documents. It wasn’t until firm penalties were applied that the firm finally halted construction, Bay added.

Construction on the project began in early 2016 and was first noticed by inspectors from the municipal Department of Construction in March, Bay elaborated.

In November 2016, the department’s chief inspector ordered the cessation of the project while the condotel was in the process of having its third floor built.

The construction official also warned that Minh Dong Company would have its business license revoked if it failed to comply.

Authorities in Son Tra were asked to ban vehicles and workers from entering the construction site, Bay stated, adding that the measures were ineffective and construction continued.

According to Tran Van Dung, chief inspector with the city’s construction department, the project had been approved by local authorities but lacked a proper building permit that could only be granted after certain procedures were completed.

Speaking with Tuoi Tre on Thursday afternoon, an official from Doza Construction Company, said that the construction was executed in such a hurry to meet a deadline that would allow it to finish by the 2017 Asia-Pacific Economic Cooperation (APEC) Summit to be held in Da Nang in November.
