Quang Ninh announces competitive index

The north-eastern coastal Quang Ninh province has released survey results for an index evaluating the competitiveness of departmental, district and sectoral level (DDCI).

 

The survey was conducted by the provincial People’s Committee, the provincial Business Association in co-operation with VIETSURVEY research and survey company, based on studies of over 989 enterprises, 15 departments and agencies and 14 localities with two sets of questions relating to their governance capacity.

The DDCI scores and rankings are based on eight criteria, including transparency and ability to access information, the dynamics of leaders, support for businesses, legal institutions and responsibilities.

Co To District topped the list of 14 localities examined with 76.78 points, followed by Hoanh Bo, Uong Bi and Mong Cai district with 64.85 points, 64.09 points and 55.69 points, respectively.

The provincial Tax Department finished first in the list of 15 departments and agencies examined, with 81.77 points; followed by the provincial Department of Planning and Investment (70.15 points) and the Department of Industry and Trade (59.23 points).

During the conference to announce the survey results on Monday, Viet Nam Chamber of Commerce and Industry Chairman Vu Tien Loc said Quang Ninh led in the construction of the DDCI index. He also praised Quang Ninh’s construction of a public administrative centre for bringing Government closer to the people and its establishment of an independent investment promotion agency.

Quang Ninh People’s Committee Chairman Nguyen Duc Long said the DDCI survey was the province’s initiative, considering it the most important and objective measure to assess the quality of governance capacity of municipal governments.

Long said Quang Ninh paid special attention to improving the business and investment environment, removing difficulties and creating favourable conditions for enterprises and at the same time, reducing settling time for administrative procedures in tax, customs, social insurance, business registration and construction permission.

Quang Ninh’s Provincial Competitiveness Index 2015 ranked third among 63 provinces and cities nationwide. The province’s DDCI survey was piloted in 2015 and officially launched on a large scale in 2016.
