Coastal projects to be better supervised

Prime Minister Nguyen Tan Dung has instructed ministries, agencies and coastal localities to strengthen the planning and management of real estate projects in coastal areas.

Construction planning and management has received inadequate attention, the government believes. Many projects lack public space for the community and environmental pollution is a serious issue. Land use has been unrealistic, leading to delayed projects and a waste of land resources.

To strengthen construction management and planning, ensure the effective and sustainable use of coastal land, and adapt to climate change, the PM asked the Ministry of Construction to coordinate with other ministries, agencies and city and provincial people’s committees to review and prepare construction plans and introduce regulations and standards for the long-term development of coastal areas.

He also called or better inspections by local authorities in managing and planning construction in coastal areas.

The Ministry of Natural Resources and Environment was directed to review and propose amendments to the Land Law, in particular regulations on planning and land use planning, land lease, compensation, and resettlement.

The Ministry of Planning and Investment is to coordinate with related agencies to review and propose solutions and sanctions for projects that were granted investment certificates but have been delayed or ceased, have not paid land rentals, or received incorrect incentives under regulations.

The PM requested people’s committees in coastal cities and provinces to assess the suitability of investment projects in their area with approved construction planning. An overall review of projects must ensure the benefits to communities and enterprises, promote the efficient use of coastal areas, and guarantee national security and defense.

He also asked people’s committee of coastal cities and provinces to thoroughly handle infringements in construction and amend construction planning. The people’s committees also need to check that the implementation of investment projects is in accordance with approved construction planning, ensuring the quality of architecture, landscapes, and the environment.

Coastal cities and provinces are also required to strengthen information provision to local citizens, so they may participate in supervising the implementation of coastal planning and development.
