Laos, China exchange lessons on forming of development plans
The Lao government is expected to gain advice on how to form a long term national socio-economic development plan after exchanging lessons and experiences with China.
The meeting took place last week in Vientiane and was chaired by Minister of Planning and Investment Mr Somdy Duangdy.
The Lao government is commencing its process of forming long term development plans, including the 8th Five-Year National Social Economic Development Plan (NSEDP), the development strategy for 2016-25 and Vision 2030 for serving the upcoming Lao People's Revolutionary Party's (LPRP) 10th congress in 2016.
According to Director General of the National Economic Research Institute Dr Leeber Leebouapao, in the process of preparing development strategy drafts on the 8th Five-Year NSEDP and to ensure its completion, the Lao government held a meeting with Chinese experts to learn how to form a proper strategy, as well as what issues and challenges they may face.
“The aim of the meeting is to identify a new concept and improve the development strategy documents, as well as the 8th Five-Year NSEDP to ensure the contents are well-rounded and in line with the lessons learnt from China,” Dr Leeber said.
He said the government would then take proper steps to consider and adopt into the strategy formation and development plans in Laos.
Besides China, the Lao government plans to exchange lessons and experiences with other countries, especially Switzerland as it is also a landlocked country like Laos. A meeting will also be held with Singapore.
The Lao government had previously met with Vietnam, which is a country with a similar regime to Laos and significant lessons were learnt from them, Dr Leeber added.
A senior official from the Chinese Institute for Economics Research, Ms Zang Yue Ru, said this meeting was a cooperation and exchange on forming a development str ategy and plan between China and Laos. Although it was a short meeting, they tried to focus on critical issues so that the participants were able to gain a better understanding of the issues at hand.
Ms Zang also briefed the participants on the three steps of significant strategy development, as well as experienc e and methods on forming a Five-Year National Socio Development Plan, with the 12th Five-Year National Socio Development Plan of China as an example.
