Cabinet discusses reforms to SOEs
The Cabinet continued its monthly meeting yesterday by discussing a project to renovate and improve the efficiency of State-owned enterprises (SOEs).
According to Minister of Planning and Investment Bui Quang Vinh, the project will ensure the State's core role in Viet Nam's socialist-oriented market economy, in which SOEs help the State direct and regulate the economy, and provide a basis for the Government to put forward its ideas over the next 10 years.
Ensuring that SOEs are under control and responsible is necessary during reforms, however. They must also be placed under a close and effective supervision mechanism.
Strengthening the leadership of the Party and promoting workers' skills and the role of mass organisations at all levels is also important for improving the efficiency of SOEs.
The project's objective, by 2020, is to complete the reforms, restructuring, and the development and improvement of efficiency and competitiveness of SOEs, so that they can provide essential public services, meet the necessary demands for defence and security and implement national development tasks.
Speaking at the meeting, Prime Minister Nguyen Tan Dung said that improving the efficiency of SOEs is a difficult job, as there are many different points of view and approaches on the issue. "We must be objective in assessing our achievements and shortcomings," he noted.
He also asked the Ministry of Planning and Investment and other assorted ministries and agencies to clarify the criteria in order to make objective and scientific assessments on the role, operational efficiency and contributions of SOEs.
On the same day, the Government also discussed opinions for the admended Law on Procurement, Anti-corruption Law and Law on Public Investment.
Regarding the amended Law on Procurement, the Minister of Planning and Investment Bui Quang Vinh said that the issuance of the law would unify the management of State-funded spending, select good contractors and prevent corruption in the bidding.
He said the law would act as a legal tool to closely evaluate and examine bidding activities and help to avoid overlapping and waste in State-funded investment.
Regarding the amended Anti-corruption Law, which had been proposed to the Government last month, Government members analysed and discussed regulations on accountability; regulations on those obliged to declare their assets; regulations on public declaration of assets; regulations on suspending or transferring those who showed signs of corruption and provisions of the Central Steering Committee on anti-corruption.
Regarding the Public Investment Law, Government members clarified issues concerning overlapping of investment within the current law; public investment programmes and other issues.
